June 17, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Steve Freeman and Owen Mallonee were present at roll call. Council Member Stephanie Confer was absent. City Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. Residents or township members present included: Jessica Mortinger, Susan Wood, Belinda Janes, Paul Bahnmaier, Dick Wingfield, Joann Long, Elsie Middleton, Bud and Brenda Mallonee, Roy & Marsha Paslay, Justin Paslay, Dennis Gowing, Hazel, Jamin Nally, Karen McConnell, Elaine Gearheart and daughter Hannah Gearheart.
Troy Clark motioned to approve the meeting minutes from June 3rd, 2024. Mary Jane Hoffer seconded the motion.

Jessica Mortinger presented the regional pedestrian plan3
Mary Jane Hoffer motioned to adopt the plan. Owen Mallonee seconded the motion.

Rance
– Acidizing Wells: waiting on quote from Alexander pump out of St. Mary’s. But will probably proceed with them acidizing, inspecting well pumps and other repairs needed.
– Still working on Pigging lines, not getting them through like they should be. Will see if that is something Alexander pump can assist with as well.
– Lagoons: Still have filamentous algae growth. Waiting on information from Hawkins chemical company, which is the same company that provides chemicals for the water plant.
Lynley –
– Working on obtaining bids for fencing for easement agreements for sidewalk project.
Old Business –
– City Council discussed the consideration of passing an ordinance for creating a 1-way street for a one block section of Elmore Street. The council heard comments from the public present at the meeting.
Troy Clark motioned to not pass ordinance 837 and to not proceed with any further with this consideration. Steve Freeman seconded the motion.

– The next construction meeting is Thursday June 20th at 9am at City Hall. Wednesday June 19th is a Federal Holiday. Belinda Janes asked that a grading issue that is about 10’ East of Isacks Street be addressed at the meeting to see if they can fix it so it is better.
– The superintendent position has been posted in the vindicator, online on Indeed.com, LJ world online and the Tonganoxie mirror. The part time summer help was also published in the vindicator.
It was brought up for consideration by an attendee that the city may consider reaching out to Peaslee or Washburn Tech to see if there are any apprenticeship programs, or if there are any high-school work study opportunities.
New Business
– Building permit #24-312 for USD 343 Elementary school addition was present to the City Council for review and approval.
Mary Jane Hoffer motioned to approve building permit #24-312 for the addition to the USD 343 Elementary School, contingent upon payment of permit fees. Owen Mallonee seconded the motion.
Motion passed 4 yeas, 0 nays.
– ASAP locators were out Monday to assist superintendent Rance Roberts in locating water lines on Whitfield Street to the water tower and other valves.
