September 9, 2024 REVENUE NEUTRAL RATE/BUDGET HAERING &
LECOMPTON CITY COUNCIL MEETING MINUTES

6:50P.M. Mayor Jimmy Wilkins brought the Lecompton Revenue Neutral rate hearing to order at 327 Elmore St. Lecompton, KS. Council members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Clerk Lynley Sanford, City Superintendent Rance Roberts and assistant superintendent Ryan Davis were also present. Resident or township members present included Micah Stegall.

There was no public comment or concern regarding the City Council’s proposal to exceed the Revenue Neutral Rate.
Stephanie Confer motioned to approve resolution 325 to exceed the Revenue Neutral Rate. Owen Mallonee seconded the motion. 5 Yeas, 0 nays. (Roll Call Vote: Yeas: Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee. Nays: zero nays.

At 6:54 Mayor Wilkins closed the Revenue Neutral rate hearing

6:55P.M. Mayor Jimmy Wilkins brought the 2025 City of Lecompton Budget hearing to order. Council members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Attorney Jeff Heiman, City Clerk Lynley Sanford, Superintendent Rance Roberts and Assistant superintendent Ryan Davis were also present. Resident or township members present included Micah Stegall and Randy Weldon.

There was no public comment regarding the City of Lecompton 2025 proposed budget. The Council discussing funding for additional personnel in the near future.

6:59 P.M. Mayor Wilkins closed the 2025 Budget Hearing

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. Council Members. City Attorney Jeff Heiman, City Clerk Lynley Sanford, City Superintendent Rance Roberts and Assistant Superintendent Ryan Davis were also present. Residents or township members present included Micah Stegall and Randy Weldon with Honey-Creek Waste Disposal.

Troy Clark motioned to approve the meeting minutes from August 19th 2024. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays

Stephanie Confer motioned to approve the bills before the council, with one correction. To flip flop the pay for the last two employees. Owen Mallonee seconded the motion.
Motion passed 5 yeas, 0 nays

City Council discussed the 2025 Budget as proposed during the budget hearing.
Councilman Steve freeman motioned to approve the 2025 Budget as presented. Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays.

Randy Weldon with Honey Creek Waste Disposal Services approached the City Council about renewing the solid waste disposal contract for another 5 years. With the renewal, there would come an increase of $2 across the board. So trash service would come up from $13.50 to $15.50 and recycling would go up from $9 to $11 and so on.
City Council would like to review a draft of the renewal contract, but is strongly considering. Contract will be available for approval at the next city council meeting.

Micah Stegall contested a water bill for a property he owns at 425 Elmore.
Owen Mallonee motioned that as property owner Micah Stegall would be responsible for the full amount of the first month billing, and 50% of the second month billing and the city council needs to build a formal policy for on movement procedures and shutting off utilities for rental properties. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 1 nay (Troy Clark)

Jeff Heiman did not have any updates for the City Council at this time.

Rance Roberts
– Updates on well – 1 well pump has been rebuilt, well has been acidized.
New line pigs have been ordered to pig the lines.

Introduced Ryan Davis our new full time Assistant Superintendent to the City Council

Lynley Sanford
– Will be gone on Friday – Ryan will watch the city office during office hours.

Old Business
– Window unit for owls next lounge at Community Empowerment building has been purchased. The bottom of the window frame or sill is maybe coming apart. This needs inspected further before swapping out. Will look at it next week.
– Bid from SAMCO for air conditioner for the 3rd floor office spaces at the Community Empowerment Building.
Bid is in line with what new units costs at $8550.
Owen Mallonee motioned to approve the purchase and install of the A/C unit as bid by SAMCO. Stephanie Confer seconded the motion. Motion passed 5 yeas, 0 nay

Stephanie Confer motioned to approve asking if the Lecompton Community Empowerment group would pay for half of the cost of the new A/C system. Steve Freeman seconded the motion.
Motion passed 4 yay, 1 nay (Troy Clark)

New Business
– Building permit #24-315 Foundation repair at 436 Whitfield.
Troy Clark motioned to approve the building permit for foundation repairs at 436 Whitfield. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays

Mayor Wilkins asked to have part time office help added to the next agenda. Council member Stephanie Confer will not be available at that meeting.

8:18pm – Owen Mallonee motioned to adjourn. Stephanie Confer seconded the motion.
