September 16, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Steve Freeman and Owen Mallonee were present at roll call. Council Members Stephanie Confer was absent. City Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. No residents or township members were present. Fire Chief John Mathis was in attendance.

Steve Freeman motioned to approve the meeting minutes from September 3rd 2024. Troy Clark seconded the motion.
Motion passed 4 yeas, 0 nays

Mary Jane Hoffer motioned to approve the bills before the council. Steve Freeman seconded the motion.
Motion passed 4 yeas, 0 nays

John Mathis introduced himself to the City Council as interim Fire Chief for Douglas County Consolidated Fire District #1. Over 30 years of experience overall in fire-fighting. Chief Mathis updated the City Council on manned stations and number of fire calls, plans for testing fire hydrants, and who is manning the fire station here locally. City Council thanked Chief Mathis for providing the updates and look forward to future correspondence.

Rance Roberts –
– Updates to the City Council regarding progress of cleaning the wells and pigging the supply lines.

Lynley –
– The A/C on the 3rd floor of the Old Rural High School building has been replaced and is in working order.

Old Business updates –
– Council reviewed considerations/changes of the Honey Creek waste disposal contract.
Troy Clark motioned to approve the contract for solid waste disposal with Honey Creek waste Management. Mary Jane Hoffer seconded the motion. Motion passed 4 yeas, 0 nays

New Business
– City Council reviewed an approved temporary extension of premise approval for an event at Hillcreek Market on 9/28. Concerns over event parking were discussed with the event management. A map was provided for non-residential parking interference.
– North of 3rd and Elmore, delineators distinguishing between the sidewalk and the road, they were removed, assumed by an adjacent resident. Could they be put back now that boating season is over, at the very least, could the posts be returned to the City. Council member Owen Mallonee will reach out to the adjacent property owner.

7:40pm – Mary Jane Hoffer motioned to adjourn. Troy Clark seconded the motion.
