October 21, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. Assistant City Superintendent Ryan Davis and City Clerk Lynley Sanford were also present. Residents or township members present included Elsie Middleton, Jamin Nally, Kevin Confer, Belinda Janes, Susan Wood and Douglas County Emergency Management Officer Josh Taylor
Troy Clark motioned to approve the meeting minutes from October 7th, 2024. Steve Freeman seconded the motion.

Stephanie Confer motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion

Josh Taylor with Douglas County Emergency Management reviewed the Kansas Homeland Security Region K Hazard Mitigation plan and defined what either passing or not passing the resolution to adopt the plan would look like for the City in the event of certain disasters.
Mary Jane Hoffer motioned to pass resolution 326 adopting the Region K Hazard Mitigation plan. Troy Clark seconded the motion.
Motion passed 5 yeas, 0 nays.
Question arose about pay rate for office coverage being paid out at city clerk pay rate. Council asked to revisit this at another meeting.
Ryan Davis –
– Wells/Water plant updates: Pigging the lines is working, 2” have pushed through and gotten massive amounts of build up out of the well pump line. Working on getting the 3” pig through and then up to the 4” pig this week. Then water-plant should be brought back online and after water being tested, will be put out for distribution.
– Duckweed at Lagoons has been sprayed, it is already turning
– Sewer line located behind 708 Simons, more investigating has been done. 708 and 710 were on a combined line to a grinder pump and 2” forced main. Because of the shallow depth, there isn’t much that can be done there. Rance and Ryan will replace the 2” main from the 4” in junction and then install “Y” for 708 & 710. Each of those houses will need their own lift station when they connect to the 2” main.
Lynley –
– Update the City Council regarding Lead Copper Service Line inventory – It was submitted on 10/16 it is still incomplete. Ran into some residents not wanting to provide information stating it wasn’t any of the City’s business. There are about 48 connections left to survey. There was an issue with the State spreadsheet, so once the 48 connections are surveyed, will update everything and then get notice out to the public for any potential lead exposure risks.
Old Business updates –
– USD 343 property update: Mayor Wilkins had additional correspondence with Superintendent Josh Woodward. The school district wanted to know if the City would be interested in obtaining ownership of the building now so we could start on any improvements we would be interested in, and then deal with ownership of the land later. The School district of course would still need to use the building and ball field until the new buildings and fields are completed. The City Council was not keen on this idea, Mayor Wilkins will speak with Superintendent Woodward.
New Business
– Request for the city to consider making 7th street no parking at least from 440 E 7th to Eisenhower. 2 cars were parked there during territorial days and someone was coming up the hill the same time someone else was coming around the curve and down the hill. It was too narrow for the cars to pass, and the East bound car was driving fast. Thankfully they were able to pull into a drive way.
The City Council agreed that the road is narrow with no shoulder, and asked to consult City attorney Jeff Heiman about regulations and ordinance for no parking along 7th street.
Reminder: Trunk o’ Treat is Saturday 10/26 on Elmore Street. Parking is open until 5:55p, Then street will close from 6P-7:30P. City Council asked to reach out to Douglas County Sheriff Dept and Fire Dept to see if they would want to come hand out candy as well. Also touch base with Consolidated Fire District about Santa event on 12/7.
