November 4, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. Assistant City Attorney Jeff Heiman, City Superintendent Ryan Davis and City Clerk Lynley Sanford were also present. Mark Getty’s with Evergy and Residents or township members present included Elsie Middleton.

Mary Jane Hoffer motioned to approve the meeting minutes from October 21st, 2024. Troy Clark seconded the motion.
Motion passed 5 yeas, 0 nays

Steve Freeman motioned to approve the bills before the council. Owen Mallonee seconded the motion
Motion passed 5 yeas, 0 nays

Mark Gettys with Evergy was present to discuss the renewal of the Franchise Fee agreement. The council reviewed the terms and had no recommended changes.
Ordinance 837 Franchise Fee Agreement with Evergy was presented to the city council. Owen Mallonee motioned to approve Ordinance 837. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

Ryan Davis –
– Update about City Wells, the service lines to the water line are completely clean out, the well pumps are pumping at full capacity.
– Pumping stale water out of the water tower.
– We should be back on our water by Tuesday.

Lynley –
– Calls/Concerns into office:
o Eleanor Lohman: mowing responsibility from the sidewalk to the ditch? She thought everything on the outside of the sidewalk was the County’s responsibility. Mayor Wilkins stated when he spoke to her it was everything from the power poles to the road. There would still be some mowing responsibility on her part. He will stop by and speak with her.
o Maxine Brouhard: Concern over the utility pole SW corner of her property. The construction project at the grade school has caused some back digging and the pole is leaning more than usual and the electric line is pulled tight. Please let Evergy know, they have workers in the area.
o Brad Christman is still experiencing water getting into his basement. Office is considering ways to make that better, maybe build a curb around the sidewalk or doing something with a ditch towards Third Street.
o John Hetzel had two questions: 1 – Is the City supposed to be mowing North from his property to 2nd street? He has been mowing it. Yes, the City thought that had been included with current mowing, and will make sure that it is going forward.
2- Claims his driveway is steeper than it was before sidewalk project. The back of his small trailer now hits when he pulls out of his driveway and the trailer has come off the hitch on 2 occasions now. Is there something that can be done to cut down the steepness?

Old Business:
Trash Rates/Public Notice: Contract renewed with Honey Creek Solid Waste with a new trash rate & service fees. The contract was approved would go into effect January 1st billing. Need to get ordinance for approval and provide notice to customers for rate increase. Council agreed, Ordinance Summary should be published at LJWorld and notice should be provided online, posted in post office & city hall.

New Business:
– Council reviewed copy lease agreement with Toshiba, new rate would be a little cheaper than current rate and would provide us a new machine with same capabilities we currently have.
Stephanie Confer motioned to approve a 63 month least with Toshiba copier solutions. Troy Clark seconded the motion. Motion passed 5 yeas, 0 nays.
– RWD #3 called and would like the city to consider continued bulk consumption of water for a reduced rate. The bulk would be a minimum monthly usage. The Council would consider if Shad could answer some questions. Have Shad come to the next meeting.
– City Council reviewed complaint about the alley between Third and second street being block. The Council asked a letter be sent to the individual who is blocking the alley asking that the alley is kept cleared for local access.
– City Council discussed hiring someone part time to assist with billing and other things at City Hall. City Council determined someone for office coverage and assisting would be great. Consider 10 hrs per week starting somewhere between $15-$20/hour. Semi-flexible schedule. Advertise on FB and social media.
City Clerk pay was discussed, but no action was taken.

Reminders:
– Election at Community Building November 5th 7A-7P
– City Santa event/Park lights/side by side parade Saturday December 7th
– Well lid at old city well across from City Hall – look at what we needs to be repaired
– 1-Ton truck is missing a sign. Get it replaced.
– City limit sign is faded at the South end of town, contact Bob Treanor to have replaced.
