November 18, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. Assistant City Superintendent Ryan Davis and City Clerk Lynley Sanford were also present. Residents or township members present included Elsie Middleton, Jack Oglesby, Norraine Wingfield, Paul Bahnmaier, and Perry Lecompton Library members: Elma Heckler, Renee Smith, Sandy Gantz, Deb Tucker, and Mary Guffey
Troy Clark motioned to approve the meeting minutes from November 4th, 2024. Steve Freeman seconded the motion.

Elma Heckler spoke to the City Council in regards to transitioning the Perry-Lecompton Community Library to an official District library. This would move it from a volunteer run library program to an official entity that would benefit from having a full time librarian, grant opportunities and funding from the State NEKLS (North East Kansas Library Services) Residents are already paying tax to NEKLS, but those funds are being distributed to other libraries. Transitioning to a District Library would direct those funds to benefit the Community Library.
The consensus of the city council is that they are in support of this transition. As the Library board works towards creating a petition or when they are in need of a letter of support, please let the City office know.
Ryan Davis –
– High Service pump has been re-installed, some actuators at the water plant have been rebuilt, working on rebuilding and replacing some chemical feed pumps. But all seems to be going well since the water plant has been put back into service.
– Lagoons have been sprayed for duckweed. It is dying off, just slowly.
– Working on winter preparation. Greasing salt/sand spreader, plow on the side by side.
Lynley –
– No current office updates
Old Business:
– Trash rate ordinance – Stephanie Confer motioned to approve Ordinance 838 increasing the rate effective in January 2025. Owen Mallonee seconded the motion.

– USD 343 Ball Field/Old Gymnasium: City Council discussed at length taking ownership of the property proposition. The City would like the school district Superintendent and/or the School Board President to attend a City Council meeting. City is still interested, but has more questions about taking ownership and use needs of the school district before proceeding.
New Business:
– Recognition for individuals affiliated with the Historical Society was discussed.
– RWD#3 had reached out regarding bulk water usage, minimums and cost. No additional information has been provided.
– Stephanie Confer motioned to approve the Jayhawk software assurance contract renewal for the City’s utility billing software. Steve Freeman seconded the motion.

– Was the letter sent for the alley obstruction? It had not been. It will be sent out this week.
