January 21, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 333 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer Stephanie Confer, and Owen Mallonee were present at roll call. City Superintendent Ryan Davis, and City Clerk Lynley Sanford were also present. Council member Steve Freeman was absent. Residents or township members present included Elsie Middleton, Jack Oglesby, Norraine Wingfield, Paul Bahnmaier, Jeff Goodrick, Roy Paslay, and Keith Noe.

Owen Mallonee motioned to approve the meeting minutes from rescheduled meeting January 8th, 2025. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays

Troy Clark motioned to approve the bills before the council. Stephanie Confer seconded the motion

Ryan Davis ā€“
– Updates to City Council regarding water plant: parts received, system updates, controller and actuator repairs.
– Attended a water operator class in McLouth good class, emphasis on importance of daily water tests and accurate collection of test results.
– 2 classes in February. 1 is for street improvement in Leavenworth, 1 is drainage and ditches in Louisburg. Classes are $65 each.
Troy Clark motioned to approve sending Ryan Davis to both of these classes and the city pays for the cost of the class. Stephanie Confer seconded the motion.

Lynley ā€“
– Cyber security consideration. Discussed risks, had submitted to 2 different entities for a quote.
Our current municipal insurance provider can add this protection for $1300.00
Mary Jane Hoffer motioned to approve moving forward with cyber security through AG Insurance affiliate contingent that the cost is $1300.00 per year. Troy Clark seconded the motion.
Motion passed 5 yeas, 0 nays.

Old Business:
– Mayor Wilkins did speak briefly with Superintendent Woodward stating yes the City of Lecompton is interested in moving forward with taking up the school district property when the school district is done with activities there. Need to get clarification if the school attorneys are drafting the memorandum of understanding or if the City attorney is going to do that.
Conversation with the historical society about how they would like to proceed with their planned action of obtaining the land Lane University sits on and adjacent ground for a future expansion. The question of would it be easier for the historical society to do this now going through the school district, or would they wait until City of Lecompton obtained the land and then worked with the City for their requested parcel. Historical society will have a meeting with its members and let the council know what is determined.
It was mentioned that a pledge from the city to the historical society for agreement of transfer of the land if USD 343 give whole land to the city before the historical society decided which way they want to go.
– It was noted the next school board meeting is February 10th.

New Business:
– It was requested to the office that all street water utility shut off valves need to be found. Majority are covered up with Chip nā€™ seal. Council discussed, this is something part-time employee Brad Mallonee can work on as he has time for.
– 405 E. Fifth dilapidated structure. Windows are opens all weather is going inside. Siding is deteriorating. Was told at one point structure was going to be demolished and nothing is being done. Need to send letter than structure is in violation.
– Fire Department water meter froze, it took over 4 hours to defrost. A large portion of the meter pit is exposed. Council discussed options on temporary weather proofing for now and then in the spring permanent repairs.
