February 3, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Mary Jane Hoffer, Stephanie Confer, Owen Mallonee and Steve Freeman were present at roll call. Council member Troy Clark and City Superintendent Ryan Davis were absent. City Attorney Jeff Heiman and City Clerk Lynley Sanford were also present. Residents or township members present included Elsie Middleton, Norraine Wingfield, Jack Oglesby, Jamin Nally, Brenda Hastert. With Keystone learning services representatives Doug Ander and Amy Conklin were also present.

Mary Jane Hoffer motioned to approve the meeting minutes from January 21st, 2025. Stephanie Confer seconded the motion.
Motion passed 4 yeas, 0 nays

Steve Freeman motioned to approve the bills before the council. Owen Mallonee seconded the motion.

Doug Anderson and Amy Conklin with Keystone learning services spoke with the city council about the need for education space. Doug and Amy did visit the Old Rural High School, and determined that the space would not work out for their needs. They are looking for a space of 5-6 classrooms for roughly 25 students for the 2025-2026 school year.

Ryan Davis was absent from the council meeting. No current updates.

Attorney Jeff Heiman had no new updates for the City Council.

Lynley –
– Letter for the 5th street house for dilapidated structure has not been sent out yet.
– Will be out of the office on Friday 2/7/2025. Not sure coverage for the city office will be available. City Council member Steve Freeman offered to cover the office.
– MEI renewal for annual elevator inspection.
Stephanie Confer motioned to renew the annual contract for MEI. Steve Freeman seconded the motion.
Motion passed 4 yay, 0 nays.
– Jayhawk online bill pay portal through Pace payment systems. Pace’s interface needs updated to continue to function with Jayhawk utility. Pace will not likely upgrade their interface, therefore to continue providing an online payment option, the City would need to look at switching to Nexbillpay.
Current known costs: Interface would be $1500.00, Jayhawk utility will discount $500 for current software users. Bringing to $1000.00 and then Nexbillpay will cover $500 for entities switching to their payment system. Leaving an initial investment of $500.00
There is a 90 day trial, customers will still pay the convenience fee for each transaction. After the 90 day trial, Jayhawk will bill the cost of the interface and Nexbillpay will start their monthly fee.
The City Council had additional questions before approving. Put on the next agenda.

Old Business:
– Mayor Wilkins has no current updates regarding the property transfer with USD 343. The School Board meeting will occur on 2/10/2025. The Historical society has not met yet either. Will continue to update as more info is available.
New Business:
– BCBS health insurance coverage was up for renewal.
Owen Mallonee motioned to approve the BCBS renewal for full time city employee. Stephanie Confer seconded the motion.

7:40pm – Stephanie Confer motioned to adjourn. Steve Freeman seconded the motion.
