April 7, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Steve Freeman and Owen Mallonee were present at roll call. Council member Stephanie Confer was absent. City Attorney Jeff Heiman, City Superintendent Ryan Davis and City Clerk Lynley Sanford were also present. Residents or township members present included Sandy Gantz, Belinda Janes and Susan Wood. Jason Hoskinson with BG Consultants was also present.
Mary Jane Hoffer motioned to approve the meeting minutes from March 17th, 2025. Owen Mallonee seconded the motion.

Troy Clark motioned to approve the bills before the council. Steve Freeman seconded the motion.

Mayor Wilkins announced that Lecompton City Clerk Lynley Sanford was awarded City Clerk of the year at the 2025 KRWA conference.
Jason Hoskinson with BG consultants spoke with the City Council about the technical assistance grant through the Kansas Rural Water Office to update water plant.
Mary Jane Hoffer motioned to contract with BG Consultants for the technical assistance grant. Troy Clark seconded the motion.

Sandy Gantz with the Perry Lecompton Community Library presented information regarding the summer reading program and asked if the City would be interested in donating.
Troy Clark motioned to approve a donation to the Perry Lecompton Community Library in the amount of $500 to support the summer reading program. Steve Freeman seconded the motion.

Jeff Heiman
– Jeff spoke with the City Council regarding the property at 405 E. Fifth. After discussing options, City Council is interested in moving forward. City Council is tabling until next meeting.
Ryan –
– Updates from KRWA conference – Discovered that KRWA has a program that will help find and exercise the street valves.
– Media testing is scheduled for 5/27/2025
– Final components for RWD #3 building have been gathered, will be putting together and installing at cross connection building.
– Hawkins is sending different chemical pumps to see what works best for our use.
Lynley –
– Community Building Chairs: concerns over chairs scratching floors. Bid no new feet; purchased soft pads to try out on some chairs.
– Betty Mitchell requested water connection from RWD #3. RWD #3 contacted the City office because of the close proximity to the City Limits. The utility service coverage map demonstrates that the property at 543 N. 2100 Rd. is in the RWD #3 service area. Lecompton City Council agreed the RWD #3 would be the appropriate service provider, but appreciates the consideration from RWD #3.
– Paul Bahnmaier with the Lecompton Historical Society stopped by the office and said the Historical Society will have a presentation ready for the City Council Meeting on 4/21.
Old Business:
– EMC: Municipal insurance review and renewal. Council reviewed the coverage and valuations on structures.
Owen Mallonee motioned to approve renewing with EMC, Steve Freeman Seconded the motion.

– City Council reviewed chip n’ seal bids and tabled the matter until next meeting.
New Business:
– Jefferson County Abate requested that Mayor Wilkins proclaim May as motorcycle awareness month.
Steve Freeman motioned to approve the proclamation. Troy Clark seconded the motion.

– Complaint was received into the office about address 534 Whitfield. There is a large trash pile behind the old barn at this premise. The trash pile is not visible from the road. It has been there for quite some time and the neighbors are now experiencing issues with rats, mice and trash blowing out onto their property. They would like the neighbors clean it up. Council asked that an in kind letter be sent providing 30 days to clean-up the trash.
8:44 pm Mary Jane Hoffer motioned to go into executive session for 30 minutes to discuss non-elected personnel. Owen Mallonee seconded the motion.

9:15pm Mayor Jimmy Wilkins called the City Council meeting back to order.
Lecompton Community Empowerment building reported that there is a soft area in the N.E. corner of the Ft. Titus room. The floor feels spongy and the floor covering is lifting. If we could have someone check it out.
9:18pm – Owen Mallonee motioned to adjourn. Troy Clark seconded the motion.
