May 5, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Steve Freeman and Owen Mallonee were present at roll call. Council member Stephanie Confer was absent. City Attorney Jeff Heiman and City Clerk Lynley Sanford were present. Residents or township members present included Jack Oglesby, Jeff Goodrick, Norraine Wingfield, Elaine Boose, Sherilyn Driver, Deb Powell, Paul Bahnmaier, Tyler Freeman, Belinda Janes, and Susan Wood
7:02pm – City Superintendent Ryan Davis arrived at the meeting.
Troy Clark motioned to approve the meeting minutes from April 21st, 2025. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays
Steve Freeman motioned to approve the bills before the council. Owen Mallonee seconded the motion.

Lecompton Historical Society presented future plans for museum expansion and request for ownership of a section of land from the city, once the city takes ownership of the current school district property.
Jeff Heiman –
– City Council would like Jeff to work on the paperwork for land transfer of USD 343 Property. And also if possible provide guidance on the process. Attorney Heiman will look into this, the attorneys representing each party (City/Historical Society) both work for the same legal firm. A waiver for potential conflict of interest may be needed. City Council requests that as the City moves forward with the property assumption that Attorney Heiman create a Memorandum of Understanding between the City and Historical Society.
– Go Kart inquiry: A resident was interested in getting a City tag for their Go-Kart. The resident claims they can get accident insurance coverage on the Go-Kart, and by definition in City Ordinance it could be considered an All-Terrain Vehicle. The City Council discussed, the council is not in support of approving a city license for this and discussed changing the ordinance.
Ryan –
– Pace labs had a pH error on the lab results – rushed a second sample in and pH was safe and within permit limits.
– Last meeting a pressure washer and chain saw were approved for purchase. Was able to find a cheaper alternative through Bishops. Would like to request change for purchase through another vendor.
Mary Jane Hoffer motioned to rescind motion from previous meeting and allow purchase of chainsaw, power-washer and forks. Troy Clark seconded the motion.

– Flooring replacement bid review for Old Rural High School. City Council reviewed bids from Asbury Construction and Seifert’s Flooring.
Mary Jane Hoffer motioned to approve the bid from Seifert’s Flooring, and to ask the Lecompton Community Empowerment group if they would consider cost sharing for a portion of the repairs. Troy Clark seconded the motion.

– City Council discussed bids for window replacement for the Old Rural High-school building. The City is looking to review at least 3 bid options.
– Termites were found in the railroad ties at City Hall. Concern over termite infestation at City Hall.
Owen Mallonee motioned to appove having Pied Piper provide termite remediation for quote amount of $800.00
Steve Freeman seconded the motion.

– Chemical pumps sent to try out have all been sent back.
Lynley –
– Reminder out of office for Thursday 5/8 and Friday 5/9. Ryan will cover the office.
– Review bid from full-bright sign for additional sidewalk signs.
Owen Mallonee motioned to approve the bid for the extra signs. Steve Freeman seconded the motion.

Old Business:
– Dilapidated structure 405 E. Fifth. Breason excavating had reached out to City Office and is working with the property owner towards demolition of the mobile home.
New Business
– Pitney Bowes Postage Meter Lease for review. It is a 5 year lease with a price increase of $3.14 per month.
Troy Clark motioned to approve the meter lease with Pitney Bowes.
– The City Council reviewed a proposal from Microbac Laboratories for wastewater analysis sample processing. Total cost comparison between Microbac and Pace, Microbac would save the city a little money every month.
They are a KDHE certified/approved lab. Troy Clark motioned to approve the agreement to work with Microbac labs for waste water testing. Owen Mallonee Seconded the motion. Motion passed 4 yeas, 0 nays.
– It was brought to the Council’s attention that there is graffiti on the wall on the bridge on Boone St. The Council has asked if it can be power washed or painted over.
– Mayor Wilkins would like to discuss with the City Council employee reviews.
8:18p Mary Jane Hoffer motioned to go into executive session for 20 minutes to discuss non-elected personnel.
8:38p Mayor Jimmy Wilkins called the City Council Meeting back into order.
– Troy Clark motioned to approve a pay increase of 3% for employee Ryan Davis, bringing his hourly total to $23.69. Steve Freeman seconded the motion.
Motion passed 4 yeas, 0 nays
– Troy Clark motioned to approve a pay increase of 5% for employee Lynley Sanford, bringing her hourly total to $24.90/hr. Steve Freeman seconded the motion
