May 19, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Facility Maintenance Employee Tyler Freeman and City Clerk Lynley Sanford were also present. City Superintendent Ryan Davis was absent. Residents or township members present included Elsie Middleton.
Mary Jane Hoffer motioned to approve the meeting minutes from May 5th, 2025. Owen Mallonee seconded the motion.
Motion passed 5 yeas, 0 nays
Steve Freeman motioned to approve the bills before the council. Troy Clark seconded the motion.

Tyler –
– No new window bids at this time. Still working on getting additional bids.
– Flooring at Old Rural High School in the Ft. Titus room tear out has started. Flooring company missed the 12 electrical outlets in the floor and wanted to know if they need kept or the if they could be eliminated. Council agreed yes they can be capped off correctly and eliminated.
– A/C on third floor is on and working. Breaker was off in the theater. Covers were taken off other window units, and A/C unit was installed in the owls nest.
– Replaced meter at 311 Halderman, that project went really well.
– Duck weed is more under control. Tyler worked spraying, as duckweed and filamentous algae died off, Tyler also scooped out and hauled off more than a truck load. Will be treating again.
– Cross connection at RWD #3 building repair completed.
– Working on finding street valves for Midwest Assistance Program to come in and assist with exercising.
Lynley –
– Update to Council that there was an alley encroachment complaint issue between neighbors on Boone and Halderman. Douglas County Surveyor office came in to assist the City office in identifying property pins from existing surveys to identify the alley.
– Lawrence Douglas County Emergency Management – time to renew appointed for representative. Current representative is Captain Chris Johnston. He is eligible for re-appointment.
Stephanie Confer motioned to re-appoint Captain Chris Johnston as the City of Lecompton representative for Lawrence Douglas County Emergency Management. Mary Jane Hoffer seconded the motion.

Old Business:
– Waiver of conflict with Historical Society, city council reviewed.
Stephanie Confer motioned to approve the waiver of conflict. Steve Freeman seconded the motion.

– No updates for land transfer paperwork with USD 343
– No updates for memorandum of understanding with Historical Society
– 534 Whitfield sent a letter requesting additional time to clean up. The letter stated they were waiting for a dumpster. The neighbor reported that they did get a dumpster and had worked all weekend cleaning up.
Troy Clark motioned to give property owner at 534 Whitfield an additional 30 days to finish cleaning up property. Stephanie Confer seconded the motion. Motion passed 5 yeas, 0 nays.
New Business
– Greg Howard president of Lecompton Community Empowerment called to let the city office know that LCE pledges $10,000 for flooring repairs. The City Council feels this is a very generous donation and appreciates the help.
– Updating City Council that 619 Whitfield Lot 21 & 23C were approved for an electrical inspection permit by Mayor Wilkins.
– Permit review for Solar Panel installation at 301 Clark St.
Troy Clark motioned to approve the permit. Stephanie Confer seconded the motion. Motion passed 5 yays/0 nays
– Salt bid from Douglas County Hutchinson Salt was lowest bidder.
Mary Jane Hoffer motioned to approve the salt bid from Huthcinson salt. Troy Clark seconded the motion.

– Resolution 328 for temporary street closure for the Vintage Iron Revelry Car show on May 31st, 2025
Stephanie Confer motioned to approve the resolution. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays.
Reports
– Verbal complaint came into the city office about barking dogs being a nuisance. The dogs located at 619 Whitfield Lot 19B – The resident was told to come into the City Council meeting to speak to the council directly, but was not present at the meeting. No action was taken by the city council at this time.
– Township resident reached out to City Hall requesting a community recycle bin. Douglas County was looking for a new location in the western location of the county. General consensus of the council is there are other options available at not to pursue at this time.
7:27 pm – Mary Jane Hoffer motioned to adjourn. Stephanie Confer seconded the motion.
