June 6, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer and Owen Mallonee were present at roll call. Council Member Steve Freeman was absent. City Facility Maintenance Employee Tyler Freeman and City Clerk Lynley Sanford were also present. City Attorney Jeff Heiman and City Superintendent Ryan Davis were absent. Residents or township members present included Elsie Middleton, Vickie Clark, Norraine Wingfield, and Sherilyn Driver.

Troy Clark motioned to approve the meeting minutes from May 19th, 2025. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays

Stephanie Confer motioned to approve the bills before the council. Owen Mallonee seconded the motion. Motion passed 4 yeas, 0 nays

Vickie Clark representing the Territorial Day committee requested permission to use the Ball Diamond for an Old Fashioned ball game on September 27th. The event booking includes a team wearing early American ball team apparel, and the committee will provide an 8 member team that will also wear provided early American ball team apparel. Territorial Day also requested to use tax exempt under the city
Mary Jane Hoffer motioned to approve the use of ball field and tax exemption. Stephanie Confer seconded the motion.
Motion passed 4 yay, 0 nays

As a reminder, the Territorial Day bowling fundraiser is Sunday June 8th. $25/bowler at Royal Crest Lanes.

Tyler –
– Update city council on report from Kurita media testing and water plant inspection. Will share results with Jason Hoskinson at BG Consultants.
– Windows at Old Rural High-school. Still working on obtaining additional bids.
– Flooring at Old Rural High-school has been completed. Council reviewed changes to original bid cost due to additional materials needing to be purchased.
Troy Clark motioned to pay an extra $3250.00. There was no second. Motion died.
Stephanie Confer motioned to pay a total of $23381.20 to seiferts flooring adjusting for the additional cost of materials but paying the originally quoted labor cost. Mary Jane Hoffer seconded the motion.
Motion passed 4 yays, 0 nays.

Lynley –
– Elevator at Old Rural High-School was inspected. Deficiencies found were all related to safety labeling. Numbers, and placards were ordered and installed. Picture proof was sent to Lectchers ECI. They will update information and State Certifications will be posted when received.

Old Business:
– City council reviewed rough draft of Memorandum of Understanding for Historical Society. The MOU states the City will cooperate in good faith to come to an agreement on land that will become the Historical Society when property transfer is completed.
– Attorney Jeff Heiman is out of the office, waiting on final official copy of signed waiver of conflict of interest.
– No current updates for any paperwork to process the land transfer with USE 343.
– City Council member asked if there has been any additional movement forward on Hill-creek market moving forward with building permit for the laundry mat under apartments. The City office has received no new information regarding such permit.
-The trailer house on 5th street is almost entirely torn down.

New Business
– Discussing who is taking over the scheduling for the ball field and old gym. The council would like to consider co-partnering with the Perry Ball association. The City council stated the ball fields would not be maintained at game readiness. Questions the council had include: when someone reserves the field do they get the keys to the bathroom? What about concession stand?
– Maybe see if Issy Meyer with the Perry Ball Association could be present at the next city council meeting on June 16th.

8:25 pm – Stephanie Confer motioned to adjourn. Owen Mallonee seconded the motion.
