June 16, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer and Steve Freeman were present at roll call. Council Member Owen Mallonee was absent. City Attorney Jeff Heiman, City Facility Maintenance Employee Tyler Freeman, City Superintendent Ryan Davis and City Clerk Lynley Sanford were also present. Residents or township members present included Elsie Middleton, Norraine Wingfield, Paul Bahnmaier, Elaine Boose and Debbie Powell.
Troy Clark motioned to approve the meeting minutes from June 2nd, 2025. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays
Steve Freeman motioned to approve the bills before the council. Question about overtime hours for employees came up. Mary Jane Hoffer seconded the motion. Motion passed 4 yeas, 0 nays
7:07pm Stephanie Confer motioned to go into executive session for 15 minutes to discuss non-elected personnel.

7:20pm Mayor Jimmy Wilkins called the regular city council meeting back into session.
Jeff Heiman
– Has communicated with the school district USD 343 attorney. The school district attorney will be confirming some things with the school superintendent before moving forward.
– City Council reviewed the MOU again to make sure there were no wanted changes before moving forward. City Council is relying on Jeff to provide step by step guidance on the process of acquisition from the school district and subdivision for the Historical Society.
– Council discussed further with City Attorney regarding a request for internment on private property. The requester is seeking an authorization letter from the city to the mortuary. They will require this for release of the remains. The attorney has done some looking in to this, it seems the State statutes leave this more up to the local authority. The city codes do not provide any regulating guide lines for burial on private land.
The zoning regulations for Residential districts do not list cemeteries or private burials as an allowed use in this district. In districts zoned for Agricultural, cemeteries are allowed by special use permit. The City asked for more information regarding a property that was allowed to have a private burial if there are any details in city minutes regarding this. The city clerk will look into this and get back with the city attorney.
Ryan –
– Windows at Old Rural High-school. Still working on obtaining additional bids.
– Consider sending Ryan to KU Water/wastewater school 7/22-7/24. Tyler asked if he could go to the school as well. Mary Jane Hoffer motioned to approve Ryan and Tyler to attend the KU annual water and wastewater operator school July 22-24th. Steve Freeman seconded the motion. Motion passed 4 yeas, 0 nays.
A class sponsored by Wichita State University on July10th specifically for sludge/nutrient waste removal in waste water. It would be good to have Ryan attend this class, it is free. The general consensus of the city council is Ryan should attend this class, Tyler should not.
Lynley –
– Notified the city council about a Facebook post stating that Lecompton drinking water is contaminated with PFA’s. It is a sponsored post that asks for people to check their eligibility for a settlement by clicking on a link. Lecompton has had water tested for PFA’s and no such contaminates have been found. This is a phishing scheme and just wanted council to be aware in the event of questions from residents.

New Business
– Mary Jane Hoffer updated the City Council on the County 5 years waste management plan. One update is the West side of Douglas County does not have any bulk recycling, because the bulk recycling is being abused by people dropping stuff that is not recyclable.
– Building permit #25-323 new construction single family home in the 200 block of Halderman. Address to be assigned will be 218 Halderman.
Troy Clark motioned to approve building permit # 25-323, Stephanie Confer seconded the motion. Motion passed 4 yeas, 0 nays.
– Fire-works permit application #FW1-2025 for a fireworks stand at 505 Eisenhower. Stephanie Confer motioned to approve the permit. Steve Freeman seconded the motion.
Motion passed 4yay/0 nay
– Council discussed scheduling of the ball field/gym process and current rental arrangements. At this time the city council is not renting out the gym for any additional rental times.
– The Lecompton Community Empowerment group asked to use space in the gymnasium to store rummage sale items. Members of the Historical society spoke-up with concerns about water leaking into the locker rooms and through 5 of the 6 heaters and the ceiling reported as ready to fall in in the locker room. The concern was that the items stored would risk getting wet and moldy.
The City Council agrees at this time no rentals no storage of items at this time.
– Mayor Wilkins asked to meet with Ryan and Tyler at City Hall on Wednesday at 10am
