July 21, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Steve Freeman and Owen Mallonee were present at roll call. Council Member Stephanie Confer was absent. City Facility Maintenance Employee Tyler Freeman, City Superintendent Ryan Davis and City Clerk Lynley Sanford were also present. Residents or township members present included Elsie Middleton, Norraine Wingfield, Paul Bahnmaier, Susan Wood, Belinda Janes, Rachael and Jeremy Allen, Sandy Gantz, Kourtney Kelley and Amy Gustin.

Troy Clark motioned to approve the meeting minutes from July 7th, 2025. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays

Steve Freeman motioned to approve the bills before the council. Owen Mallonee seconded the motion. Motion passed 4 yeas, 0 nays

Kourtney Kelley and Amy Gustin representing Elmore Street Marketplace requested if using the parking spaces in front of the Market place at the end of the month for extended vendor space would be okay. Council discussed.
Owen Mallonee motioned to provide a 3 month trial period for vendors and tents to use the 4-6 spaces in front of the marketplace from July to Territorial Days. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays.

Kourtney Kelley asked if it would be okay for food vendors to use the electricity at the power-pole that is still in service. The consensus of the council is it is okay to use, as is. But it may not be enough power for some food trucks.

Rachael and Jeremy Allen approached the council with a utility connection question. At 516 Whitfield, they have an accessory building they would like to have water and sewer services. There was formerly water service at the location, it was assumed that the water utility service was still there. After inspection, the meter pit is there, but it is not connected to the water utility. The Allen’s requested the connection fee be waived or discounted. The Council discussed and determined that it would still be considered a new connection and it would set a bad precedence if a new connection without payment was allowed. The consensus of the council is that the connection fee would still need to be paid.

Paul Bahnmaier asked if the city was doing chip n’seal work this year, if so would the council consider cost sharing chip n’seal around Lane University and the old high-school?
Bids were done earlier this spring and a contract was executed with Vance Brothers. The Council asked to contact Vance brothers and see about getting a bid for that add on work.

Paul shared the DCCF is having a gathering at HillCreek Market on Thursday July 24th from 5:30-7:30 providing free ice cream in celebration of making a difference in Lecompton the last 25 years. It would be great if we had some members of the City Council and local businesses go for ice cream and to meet the DCCF staff.

Paul shared he attended a meeting regarding impacts of the 2026 FIFA Soccer world Cup Tournament that is coming to Kansas City. The local businesses in Lecompton may want to get meet to discuss ideas on the potential impact of a substantial increase in customers for 6-8 weeks of events based around the World Cup. Things to consider may include language barriers, food options, currency exchange.

The next Lecompton Community Empowerment meeting is Monday the 28th at 6:30p in the Owls nest at the Old Lecompton Rural High School.

Council member Owen Mallonee made comment that recently when RWD #6 had a water line issue, KDHE put out public notice of a boil order that included the City of Lecompton. Many City residents were concerned and confused that our public water supply may be unsafe to drink without boiling first. Owen will contact KDHE and see if they can look into changing how the notifications work or can be better tailored to the area affected.

Ryan –
– Review bid from SAMCO for old high-school auditorium. Thought the bid was for a new A/C unit, after reviewing the bid is for replacing components in the current system. Council member Owen Mallonee noticed a contactor was not included in the bid, and a new contactor is needed when installing a new compressor. Ryan mentioned that the Lecompton Empowerment group is already willing to cost share.
Mary Jane Hoffer motioned to accept the bid to fix the A/C and make sure it includes replacing the contactor for the compressor. Steve Freeman seconded the motion.
Motion passed 3 yay (Mary Jane Hoffer, Steve Freeman, Owen Mallonee, and 1 Nay (Troy Clark)

– Windows at Old Rural High-school. The City Council reviewed the bids, they asked for more time to review the quality of windows provided in each bid. Will be on next agenda.

– Ryan provided additional updates to repairs made to equipment and things going on around the City
– Ryan and Tyler will be at the KU Water/Wastewater School on Wednesday the 23rd and Thursday the 24th.

Lynley –
– Reviewed an approved temporary liquor permit for the Elmore Street marketplace ladies night event on July 31st, 2025.

Old Business:
– 710 Simons, letters for dilapidated structure and nuisance grass height was sent 1st class and certified mail. No other updates at this time.
– No school district updates at this time, still waiting to hear from school district attorney.

New Business
– No new business at this time
