August 4, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer and Owen Mallonee were present at roll call. Council Member Steve Freeman, City Clerk Lynley Sanford and City Superintendent Ryan Davis were absent. City Facility Maintenance Employee Tyler Freeman and City Attorney Jeff Heiman were also present. Residents or township members present included Jamin Nally, Elsie Middleton, Paul Bahnmaier, Norraine Wingfield, Susan Wood and Belinda Janes.

Mary Jane Hoffer motioned to approve the meeting minutes from July 21st, 2025. Owen Mallonee seconded the motion.
Motion passed 4 yeas, 0 nays

Troy Clark motioned to approve the bills before the council. Stephanie Confer seconded the motion. Motion passed 4 yeas, 0 nays

Jeff Heiman –
– Visited with School District attorney David Cunningham, the school is moving forward at the 8/11 meeting. Will propose resolution to give legislature notice of transfer of property. We will have to wait until the legislature says they do not want the property.
– The City Council discussed continue maintenance of the ball field and property until the property transfer is complete. Mayor Wilkins will contact School District Superintendent Woodward to discuss upkeep moving forward.

Tyler –
– A/C at Lecompton Rural High-School has been repaired.
– Weeds around the guard rail at the East main entrance into Lecompton has been cleared. Tree and weeds in front of historical signs have been cleared.
– Weeds at 7th and Eisenhower has been cleaned up as well as dirt
– Culverts, sidewalks and ditches have been sprayed for weeds.
– Discussed dehumidifiers for Water plant. Roughly $2000 each, would need two. Fans are operating full time, still moisture/humidity inside water plant.
– KDHE regulations coming for additional testing on drinking water starting in 2026.
-Things to consider for future improvements: Add auto flush-out stations to lines on dead-ends. Can help improve overall water quality. There are 3 locations to add these.
– Add meter pit test sites for water quality testing throughout town.

Lynley –
– Absent

Old Business
– Window bids are too different to compare. Jimmy will work on a scope for work so bids can be made again and will be more easily compared to make a decision.
– 710 Simons – no updates at this time

New Business
– Complaint received: Lot 21C at Lecompton Mobile Home Park – The trash has been picked up, door is closed and secured. There is an eviction notice posted. City Council requested Lynley send a letter to park management requesting they address all trailers in poor condition.
– Complaint received regarding 641 Southcrest – Council requested a letter be sent to clean-up debris, remove junk and sitting vehicles. Dead tree on property needs processed or removed.

– Concern over 404 Boone street. The barn to the South, a portion of the roofing has been flipped up due to wind gusts. It needs to be flipped back down and secured before the wind blows it off or causes additional damage.

– Council reviewed 2026 for changes before budget meeting. The council requested the accountant attend next meeting to review the budget.

– Elsie Middleton presented to the council an update of the progress and improvements the Lecompton Community Empowerment Group formerly Lecompton Community Pride has made to the Old Lecompton Rural High-school Building since taking over in 2011. Between donations, volunteerism and grants there have been several improvements including but not limited to: covering the cost of utilities, theater updates, flooring repairs and updates, served as a community library, community classes such as youth dance and yoga, Kitchen appliances, interior & exterior updates, new windows in the theater, and improvements to the restrooms.
