August 18, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer and Steve Freeman were present at roll call. Council Member Owen Mallonee was absent. City Clerk Lynley Sanford, City Superintendent Ryan Davis and City Facility Maintenance Employee Tyler Freeman were also present. Residents or township members present included Elsie Middleton, Paul Bahnmaier, Norraine Wingfield, Jim Long, with Karlin & Long CPA, Penny Bahret, Jason Hoskinson with BG Consultants, Kaitlyn Ammerlaan with Douglas County Heritage, Vickie Clark, Jeremy Allen and Ed Smith were also present.

Stephanie Confer motioned to approve the meeting minutes from August 4th, 2025. Steve Freeman seconded the motion.
Motion passed 4 yeas, 0 nays

Mary Jane Hoffer motioned to approve the bills before the council. Steve Freeman seconded the motion. Motion passed 4 yeas, 0 nays

Jim Long reviewed the 2026 budget with the City Council reviewing the mill –levy and RNR rates. No changes were requested and RNR and Budget hearing were set for Tuesday September 2nd at 6:50 pm

Jason Hoskinson with BG consultants spoke to the city council about the Kansas Water Office grant for 2026 construction improvements. The due date for that grant application is 9/30. Jason will be back on 9/15 to talk more in-depth about the construction needs, the total cost of the project and moving forward with the grant application.

Kaitlyn Ammerlaan with Douglas County Heritage Conservation spoke to the city council regarding grant funding sources for the Old Lecompton Rural High-School as well as consideration for applying for the Historic register designation.

Vickie Clark with Lecompton Territorial Day committee approached the City Council about a donation to support the annual event.
Mary Jane Hoffer motioned to approve $2500.00 donation to the Territorial Day Committee. Stephanie Confer seconded the motion. Motion passed 4 yeas, 0 nays.
Vickie asked if the tax exemption could be emailed over for the same carnival company as last year.
For Territorial Days this year, there will be 2 shooting reenactments and an old fashioned ball team game.

Ed Smith thanked the council for help with issues he had with Evergy in regards to having his electric service turned back on.

Ryan –
– A/C at pride had a main drain that was plugged causing the backup catch pan to overflow which was causing the water damage in the ceiling of the theater.
– 9/19 Wastewater inspection with KDHE.
– Trimmed trees on 7th street
– Working on Duck Weed control for lagoons
– Discussed future testing for PFAS and changes in State regulations
– Rain washing out gravel at Fire Station.
– Need to look at bidding for plaster repairs for ceiling above stage

Lynley –
– Letters have not been sent to property owners for violations from previous meeting, but will get them out this week.

Old Business
– Jimmy looking to walk through and review windows that need replaced in old high school to create a job scope so window job can be rebid for similar format comparables

– 710 Simons: letters sent certified mailed were returned unclaimed. Mary Jane Hoffer motioned to have Jeff write an order of violation. Stephanie Confer seconded the motion. Motion passed 4 yeas, 0 nays.

– Council discussed continuing the mowing and maintenance at the Ballfield and USD 343 property. There is a delay due to a missed requirement of notifying the State which was missed by the school district. Mayor Wilkins had some correspondence from school district superintendent, ultimately the school district felt that the expense of the transfer would fall to the city, however some expenses have already been incurred by the school district due to a title search and some legal fees from their attorney. At this time the City Council would like to speak with our attorney and the school district to get more clarification on the title search fees. The city will continue to maintain since the ball field is in use.

New Business
– ATT made a request to get permits for boring in fiber internet. Some concerns regarding the information and locations to be bored on the project map, the Franchise agreement needs to be reviewed to see if it encompasses fiber, and still the concern over the last contractor working on behalf of ATT that bored through our water main and no compensation came of it. City Clerk will forward information regarding the Franchise fee and the contact to contractor to Jimmy and schedule a meeting.
