September 23 2025 LECOMPTON CITY COUNCIL SPECIAL MEETING MINUTES

5:30 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Special Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Superintendent Ryan Davis, City Facility and Grounds Maintenance Tyler Freeman, City Clerk Lynley Sanford, and City Attorney Jeff Heiman were also present. There were no residents or township members present.

Mayor Wilkins welcomed everybody to the meeting and disclosed that this meeting was to discuss non-elected personnel matters in relation to communication break-down and challenges that are impacting the overall outcome of daily work for the superintendent and maintenance positions.

5:32p – Steve Freeman motioned to go into executive session for 20 minutes to discuss non-elected personnel matters. Owen Mallonee seconded the motion. Motion passed 5 yeas, 0 nays
Ryan Davis and Tyler Freeman were asked to step outside.
5:47p – Mayor Wilkins called the special council meeting back into open session

5:48p – Steve Freeman motioned to go into executive session for 15 minutes to discuss non-elected personnel matters. Stephanie Confer seconded the motion. Motion passed 5 yeas, 0 nays Ryan Davis and Tyler Freeman were asked to step outside
6:03p – Mayor Wilkins called the special council meeting back into open session

6:04p – Tyler Freeman and Ryan Davis were called back into council chambers for the open meeting. The City Council stated they would like to visit with each employee individually, starting with Ryan.

6:08p – Troy Clark motioned to go into executive session for 20 minutes to discuss non-elected personnel, Owen Mallonee seconded the motion. Motion passed 5 yeas, 0 nays
6:28p – Mayor Wilkins called the special council meeting back into open session.
Ryan Davis stepped back outside

6:29p – Tyler Freeman was called into council chambers, during the short recess, Tyler Freeman had his cell phone present with him. It was asked if Tyler was going to record the portion of the executive session, and it was explained recording is not allowed. Tyler said no, he just wanted to charge it and had notes kept on it for reference.

6:31p- Stephanie Confer motioned to go into executive session for 20 minutes to discuss non-elected personnel, Troy Clark seconded the motion. Motion passed 5 yeas, 0 nays.
6:58p – Mayor Wilkins called the special council meeting back into open session.

7:01p – Steve Freeman motioned to go into executive session for 5 minutes to discuss non-elected personnel. Stephanie Confer seconded the motion. Motion passed 5 yeas, 0 nays.
7:06p – Mayor Wilkins called the special council meeting back into open session.

The City Council took a short recess

7:08p – Troy Clark motioned to go into executive session for 20 minutes to discuss non-elected personnel. Steve Freeman seconded the motion. Motion passed 5 yeas, 0 nays.
7:35p – Mayor Wilkins called the special council meeting back into open session.

7:36p – Mayor Wilkins brought the council back into open session. Tyler Freeman and Ryan Davis were called into the council chambers. After hearing from both employee’s the City council was not ready to terminate employment for either individual. However, the City Council has found both individuals in the wrong.
To move forward, the council asked if each employee felt they could work together in a respectful and professional matter. Both employees said “Yes”. City Council stated that moving forward and working together will not look the same. The City council is not ready to issue a permanent plan, they would like time to consider what may work best for this situation. In the interim, the City Council established the following procedure for accountability and an expectation that each employee will work an 8 hour day.

First, the council asked that Ryan Davis as the Superintendent and Supervisor set a daily start time. Once that start time is established, both Ryan Davis and Tyler Freeman will be required to call Jimmy to clock in for the work day, and again to clock out at the end of the day. If necessary, leave a message on Jimmy’s voice mail.
In addition to being held accountable to the phone call, Ryan Davis and Tyler Freeman will discuss in that morning time what projects and things need completed that day to coordinate work activities.

Second, the city council stated that GPS trackers will be installed in all City Vehicles and equipment. So the whereabouts of the vehicles and equipment will be known.

Third, Ryan Davis is the supervisor and needs to be able to put together a reasonable work plan that takes into consideration and coordinates with Tyler Freemans mowing and ground maintenance scheduling.
Tyler Freeman has demonstrated an inability to accept direction and needs to find the ability to receive work directives from Ryan Davis.

8:03pm – Stephanie Confer motioned to adjourn. Mary Jane Hoffer seconded the motion.
