October 6, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer and Owen Mallonee were present at roll call. Council Member Steve Freeman was absent. City Attorney Jeff Heiman, City Clerk Lynley Sanford, City Superintendent Ryan Davis and City Facility Maintenance Employee Tyler Freeman were also present. Residents or township members present included Elsie Middleton, Paul Bahnmaier, Norraine Wingfield, Jamin Nally, John & Renee Petty, Nick Fergus, Austin and Madison Kurtz.
Troy Clark motioned to approve the meeting minutes from September 15th, 2025. Mary Jane Hoffer seconded the motion.

Owen Mallonee motioned to approve the special meeting minutes from September 23rd, 20205. Troy Clark seconded the motion.

Mary Jane Hoffer motioned to approve the bills before the council. Stephanie Confer seconded the motion. Mayor Jimmy Wilkins clarified the payment to Bishops, confirming it was for equipment approved at a prior meeting to include a pole saw, bagger for mower and mulching blades.

Proclamation proclaiming Lecompton the Home of the Bald Eagle.
Stephanie Confer motioned to approve the proclamation claiming Lecompton the Home of the Bald Eagle. Mary Jane Hoffer seconded the motion.
Council member Troy Clark indicated a correction to the word “Therefore”.
Clerk will make the correction and have Mayor sign corrected version.

Paul Bahnmaier informed the City Council that the Lawrence Chamber of Commerce is interested in having a meeting with the City Council and local businesses regarding the 2026 FIFA Soccer Tournament. The City Council discussed the meeting and open meetings act regulations. The Council asked Paul if the Lawrence Chamber would be available to come to the next City Council meeting on October 20th at 7pm. Paul will confirm with the Lawrence Chamber and get back with the City.
Jeff Heiman –
– Update regarding violation letter sent to 710 Simons. The letter was un-accepted and returned unclaimed. The letter was then sent first class mail on 9/24/2025. The property owner has 10 days from the date of the letter to request a hearing and 45 days to take action. Can review at next council meeting.
– The City reviewed the Memorandum of Understanding with edits from the Lecompton Historical Society as provided by Paul Bahnmaier from meeting 9/15/2025. The edits to the document include a cap on the Historical Society’s offer to cost share the expense in the event the gymnasium building is demolished.
Other edits to the document include changing the verbiage “Memorandum of Understanding” to “Agreement”. The City Council was okay with the cap on shared expenses, but not in favor of the change in verbiage from “Memorandum of Understanding” to “Agreement”. The City council views the term “Agreement” to have more of a legally binding meaning, which creates enforceable obligations between parties. A “Memorandum of Understanding” however is viewed as a non-binding document that describes the broad terms of an agreement, outlining intentions or early-stage understandings. The council asked attorney Jeff Heiman to share the thoughts with the Historical Society attorney.
– In working through the issues from the damages caused by ATT in 2022, it was brought to the council to consider a requirement for Utility Franchising entities to apply for a permit to do improvements in utility right of ways. To do so, the city would need to add an ordinance to require a permit application to be required.
Troy Clark motioned for attorney Jeff Heiman to draft an ordinance to require a permit application to be completed for Utility Right of Way improvements/construction. Owen Mallonee seconded the motion.

Ryan –
– Updates regarding water plant functions and repairs
– Replaced broken water meter on Jones Street.
– Updated Council on status of Fire Hydrant leaking on Boone St.
– It was asked if Ryan could leave the water plant logs out to be reviewed. He said he would start leaving them out.
Tyler –
– Mowing, edging, trimming all around town
– Cleaned up, dragged, and chalked ball field for Territorial Days
– Cleaned up and performed mower maintenance.
– Working on water plant/maintenance building drive way.
Lynley –
– Non-elected personnel question: Employee who cleans the community building and waters the flower beds and containers is having a medical procedure. Will need someone to cover cleaning the community building between events for 6 weeks after their surgery. But the employee would like to return after recovery.
City Clerk has someone in mind. City Council asked to have them complete an employment application.
Public Comment
– Elsie Middleton asked about progress on windows at the Lecompton Community Empower building. Owen has been playing phone tag with Kaitlyn Ammerlaan, but will work to get in touch with her next week. Mayor Wilkins is still working on the scope of work to obtain new estimates.
Old Business
– School bus/parent up pickup issue on 7th street –Owen Mallonee met with Mr. Lamb the principal to discuss some options. Superintendent Josh Woodward and Mr. Lamb met, they are bringing the last buss earlier to help decrease congestion. Mr. Lamb will email Owen Mallonee the pickup plans the school district sent to the parents at the beginning of the school year. May consider installing “congested school zone” signs.
– City clerk reviewed some information obtained regarding tracking devices for city equipment and vehicles. Still waiting on additional information and formal quotes.
New Business
– Building permit 25-326 to remodel 230 E. Woodson Ave. for review.
Troy Clark motioned to approve building permit 25-326. Stephanie Confer seconded the motion.

– The vacant lots between Isacks and Whitfeld are very over grown, can we send a letter to the property owner to have it mowed.
– Parking stripes on street, can those be painted soon? Customers are parking in front of the ramp at Aunt Netters blocking the access ramp.
7:52p Stephanie Confer motioned to go into Executive session for 5 minutes to discuss matters related to non-elected personnel. Mary Jane Hoffer seconded the motion.

7:57P – Mayor Wilkins called the meeting back in to open session.
