October 20, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Clerk Lynley and City Facility Maintenance Employee Tyler Freeman were also present. Residents or township members present included Elsie Middleton, Paul Bahnmaier, Norraine Wingfield, Jamin Nally, Paul Bahnmaier, Jack Oglesby, Kathy Paslay, Carolyn Driver, Belinda Janes, Susan Wood, Anne Risinger, Gail Carder, Cynthia Breitenbach, Jessica Wright and Wesley Henning with First State Bank and Trust, Perry KS.

Troy Clark motioned to approve the meeting minutes from October 6, 2025. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays

Steve Freeman motioned to approve the bills before the council. Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays

Steve Kelly and Krys O’Brien with the Lawrence chamber of commerce spoke to the City Council regarding the FIFA 2026 event. Preparing businesses for the event. Presentation on event scope for FIFA and impact to our area. City Clerk will share Lecompton business emails with Krys O’Brien. Any social media releases shared with Lecompton can be posted on the City’s social media outlets.

Jessica Wright/Wesley Henning with Frist State Bank and Trust reviewed the accounts that the City holds with the banking institution. The City Council will consider the information provided.

Ryan Davis – Absent

Tyler Freeman –
– Repaired leak on Boone St. @ fire hydrant (bell joint)
– Started Halderman connection – mowing; “rust” inhibitor at water-plant, started working on lights for Christmas, stripe sprayer is up and running, Tyler cleaned it, paint has been purchased,
Council asked if stripes could be painted in the next 2 weeks. Need Handicap stencil.
Council asked if snow equipment has been assessed before winter weather hits.
Tyler indicated that him and Ryan have already started looking equipment over.

Lynley Sanford –
– Presented first review ordinance for right of way permit requirement. Council likes the first draft. Would like to consider before approving at next meeting.
– Presented first review of right of way permit application. Council suggested adding an initial spot to acknowledge receipt of copy of ordinance.
– Review with the council the valuation of structures for insurance coverage. The gymnasium, the Territorial Capital Museum and the concession stand at the ball field are on the list. After consideration the council asked that the Territorial Capital Museum be removed.

Old Business
– Transfer of property property from USD 343 to City of Lecompton has bene completed. Deed has been filed with Douglas County Register of Deeds office.
– Reviewed steps provided by attorney Heiman for subdividing Historical Society for them to own their own parcel of land.
– City Council reviewed temporary/part-time job application
Stephanie Confer motioned to approved hiring Kara Esch as part-time/temporary to fill in for building custodian until current employee can come back from medical leave. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.

New Business
– Building permit 25-326 to remodel 230 E. Woodson Ave. for review.
Troy Clark motioned to approve building permit 25-326. Stephanie Confer seconded the motion.
Motion passed 4 yeas, 0 nays.

8:23p Mary Jane Hoffer motioned to go into Executive session for 10 minutes to discuss matters related to non-elected personnel. Own Mallonee seconded the motion.
Motion passed 5 yeas, 0 nays.

8:33p – Mayor Wilkins called the meeting back in to open session.

– City Park has seems dark, the light on the south end of the gazebo is not-working, let’s get it replaced

– 710 Simons – had a resident reach out that it was his aunt’s house, he contacted her and started cleaning up the yard. He stated she was un-aware of the issues or concerns.

– The vacant lots between Whitfield/Isacks have not been mowed. Tall grass, please have property owner address the grass height issue.

8:38pm – Stephanie Confer motioned to adjourn. Troy Clark seconded the motion.
