October 27, 2025 LECOMPTON CITY COUNCIL SPECIAL MEETING MINUTES

5:30 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Special Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, and Steve Freeman were present at roll call. Council members Stephanie Confer and Owen Mallonee were absent. City Clerk Lynley Sanford, and City Attorney Jeff Heiman were also present. Resident or township members present included Ed Smith and Susan Wood.

Mayor Wilkins welcomed everybody to the meeting and disclosed that this meeting was to discuss non-elected personnel matters.

5:31p – Troy Clark motioned to go into executive session for 20 minutes to discuss non-elected personnel matters per K.S.A. 75-4319(b)(1), to include City Attorney and City Clerk. Mary Jane Hoffer seconded the motion.
Motion passed 3 yeas, 0 nays

Residents and/or township members stepped outside.

5:35p – Council member Owen Mallonee arrived at the meeting.

5:51p – Mayor Wilkins called the special council meeting back into open session

Residents and/or township members rejoined the meeting.

5:52p – Steve Freeman motioned to go into executive session for 20 minutes to discuss non-elected personnel matters per K.S.A. 75-4319(b)(1), to include City Attorney and City Clerk. Owen Mallonee seconded the motion.
Motion passed 4 yeas, 0 nays

Residents and township members stepped outside.

6:12p – Mayor Wilkins called the special council meeting back into open session

Residents and/or township members rejoined the meeting.

6:13p – Steve Freeman motioned to go into executive session for 20 minutes to discuss non-elected personnel matters per K.S.A. 75-4319(b)(1), to include City Attorney and City Clerk. Owen Mallonee seconded the motion.
Motion passed 4 yeas, 0 nays

6:30 –Mayor Wilkins called the special council meeting back into open session

6:31pm – Mary Jane Hoffer motioned to adjourn. Steve Freeman seconded the motion.
