December 1, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Attorney Jeff Heiman, City Superintendent Ryan Davis and City Clerk Lynley were also present. Residents or township members present included Norraine Wingfield and Jeremey Allen.
Troy Clark motioned to approve the meeting minutes from November 17, 2025. Mary Jane Hoffer seconded the motion.

Steve Freeman motioned to approve the bills before the council. Stephanie Confer seconded the motion.

Jeff Heiman had no updates regarding legal matters for the City Council.
Ryan Davis –
– Provided the following updates to the City Council:
– High service pump has been removed, scheduled to be brought back and installed before the next council meeting.
– Water leak on Whitfield was a small pin-hole in the setter. Replaced that side of the setter.
– Section of the pipes in the water plant that were severely rusted, ordered replacement pipe and waiting for delivery to remove and replace.
– Looked at windows in the Community Empowerment building. Did some minor repairs to hold the windows shut. Will get with Jimmy to work on rebuilding some sills.
– Class on Wednesday for small system lagoons in Emporia.
Lynley Sanford –
– Santa suit has been filled for 2025
– BG survey discussion: City Council asked to get a comparable bids, consider calling Steve Marino with Bartlett and West, Mayor Wilkins will contact someone with Topeka.
Public Comment
– Resident had issue with an individual under the influence of drugs who thought they were being chased, stopped their car to flee from the imaginary danger. This individual fell and hurt their wrist and head and ended up ringing the door bell of the resident for help. The issue came up when a Douglas County Sheriff Deputy told the resident that the Sheriff could not force the stranger from the residents property if they didn’t’ want to go because the Deputy stated they wouldn’t be able to enforce City Codes. Both the City Attorney and Retired Sheriff Deputy and City Council Member Steve Freeman assured the resident that while City Codes may not be enforceable by the Sheriff Deputy that State laws were enforceable, and trespassing is illegal. Jimmy will follow up with the County Sheriff.
Old Business
– Have attempted several attempts to contact Samsara after they were approved for gps tracking/equipment.
– Working on quotes for electronic entry for municipal buildings.
New Business
– Review 8 applicants for open position. City Council reviewed: Council would like to interview Kyle Herschell, Colton Bunce, and Kyle Dawdy. Ryan Davis, Steve Freeman and Troy Clark will do the interviews. Mary Jane Hoffer will serve as a backup if needed.
– Council member Stephanie Confer inquired about employee handbook. There is not an employee handbook, but the job descriptions do include information like a handbook. Work on re-writing some of the job descriptions has been in process. Stephanie Confer asked that the job descriptions be sent to her so she could work on establishing an employee handbook.
– Cameras for monitoring at buildings: Council discussed options like “Ring” and “Ooofi’”, will do more research. Council asked if the clerk would inquire with security company’s we are considering for electronic entry access.
7:49pm – Steve Freeman motioned to adjourn. Owen Mallonee seconded the motion.
