December 15, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Superintendent Ryan Davis and City Clerk Lynley were also present. Residents or township members present included Mary Sue Sledd, Jamin Nally, Kourtney Kelley, Elsie Middleton, Jessica Zullig, Norraine Wingfield, Casey Quigley and Nick Sanford.
Troy Clark motioned to approve the meeting minutes from December 1, 2025. Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays
Steve Freeman motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion.

Mary Sue Sledd requested assistance in clarifying property lines and ownership of the driveway for 402 Elmore St. The church has had several issues with the neighbor at 420 Elmore St.
The City Council agreed to check existing survey and property lines and to send a letter clarifying ownership of the drive way and street parking.
Jessica Zullig with Jr. Kaws open gym asked the council if the Jr. Kaws team could use the old rural high-school gym for practices. Jr. Kaws would like to have open gym practices, there are about 140 kids in the district program. They would utilize the gym Mon-Friday 6p-8p and weekends. Season runs from mid-Nov to March, would run a little later this year due to late start.
City Council was agreeable to allowing the Jr. Kaws association to use the building, but would like to make sure restrooms are okay and working. Also, for Jessica to be responsible for scheduling and organizing the gym schedule for Jr. Kaws.

Ryan Davis –
– Provided the following updates to the City Council:
– High service pump that has been removed is still in progress of being repaired. The company that has it just finished getting it cleaned and is now working on replacing damaged part.
– V-blade controller has been repaired
– Bagger has been picked up
– Chemical pump malfunction was caught early and has been repaired.

New Business
– Building permit 25-327 to add tiny shop at 344 Elmore. Stephanie Confer motioned to approve building permit 25-327. Owen Mallonee seconded the motion.
