January 20, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Steve Freeman and Waynie Wingfield were present at roll call. Council Member Stephanie Confer was absent. City Superintendent Ryan Davis and City Clerk Lynley were also present. Residents or township members present included Elsie Middleton, Jon Petty, Jack Oglesby, Jessica Zullig, Penny Bahret, Nancy Gantz, Carter Klise, Mark Kasson, and Chad Rae.

Troy Clark motioned to approve the meeting minutes from January 5th, 2026. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays

Steve Freeman motioned to approve the bills before the council. Mary Jane Hoffer seconded the motion.

Ryan Davis –
– Provided the following updates to the City Council:
– Samco fixed the heat in the theater at LCE, there was a wiring issue they repaired and it was functioning normally when they left. It was reported today that the theater was cold Monday during Yoga. Ryan will meet with Elsie Wednesday afternoon to check it out.
– Annual fire extinguisher inspection was completed.
– Holiday pole decorations were taken down and put away.
– Insulated and warming tape was put on the sale brine tank and at the RWD building
– Chemical pump parts finally came in, the new pieces work great and they have been performing more consistently.
– Softener #1 is rusting out at the drain. Ryan will drain the tank, put it out of service and weld a patch in and then put it back into service.
– Mud pit was clogged, cleaned out
– GPS for vehicles will be installed at 9:30a on Wednesday.
– Maintenance building had a leak during the last heavy rainstorm around the exhaust vent for the heater. Will get up and check it out.
– The High Service pump was removed by alliance pump and evaluated. They sent a quote for the work to be done to repair the pump. Troy Clark motioned to approve the bid from Alliance pump. Steve Freeman seconded the motion.

Lynley Sanford –
– The owner of the rooster called in to City hall to let us know the rooster would be removed.
– I will be out of the office in February, would it be possible to have Kara cover the office during office hours, and to provide her with some training? General consensus of the council is that would be okay.

Public Comment
No public comments were made at this juncture

Old Business
– The city council discussed moving forward with setting rental fees and forming a rental agreement to rent the Old Lecompton Gym. The council discussed cleaning/maintenance, the current roof leaks, utility costs and public interest.
Norraine Wingfield asked to table any decisions based on rental fees and rental agreements until the council meeting on February 2nd and asked that the City Clerk obtain the utility info from utility companies so the council can have a good idea on that expense. Troy Clark seconded the motion. Motion passed 3 yeas (Troy Clark, Steve Freeman, Waynie Wingfield), 1 nays (Mary Jane Hoffer).

– The City Council reviewed bids from BG Consultants, Land Plan Engineering and Bartlett and West for surveying and platting.
Troy Clark motioned to approve the bid from BG Consultants. Waynie Wingfield seconded the motion. Motion passed 4 yeas, 0 nays.

– City council reviewed information for grant funding options for the Lecompton Community Empowerment building. Mayor Wilkins provided a scope of work to provide to contractors to bid on work for the windows.

– City Council reviewed the bids from Select One, Convergint, and Rueschoff. After Council reviewed all bids it was determined that the cost for controlled access is quite expensive and the city will not be proceeding with any of the quotes. Maybe at another time.

– The men’s restroom radiator on the first floor in the LCE building is leaking. The pan that collects the water overfilled and flooded the bathroom over the weekend. Ryan had checked it out, the radiator just needs replaced.
The Council agreed for Ryan to move forward and to replace it.

– Property at 710 Simons update: Proceeding with the dangerous and unfit structures process is different than health and environmental code violations. A show cause hearing would be the first next step, and a draft of the resolution for that show cause hearing was reviewed by the council. The resolution would be passed at the next council meeting if they would like to proceed. Then the resolution would need to be published once a week for 2 consecutive weeks and notice provided to the property owner. The show cause hearing would need to be set for 30 days from publication. Nick Fergus was contacted, and he is attempting to contact his Aunt. This subject will be on the next agenda.
