May 4, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Steve Freeman and Waynie Wingfield were present at roll call. Council Member Stephanie Confer was absent. City Attorney Jeff Heiman, City Superintendent Ryan Davis and City Clerk Lynley were also present. Residents or township members present included Elsie Middleton, Jessica Zullig, Mark Kasson, Jamin Nally, and Rachael Allen
Steve Freeman motioned to approve the meeting minutes from April 20th, 2026. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays
Troy Clark motioned to approve the bills before the council. Mary Jane Hoffer asked to clarify hours for payroll. Steve Freeman seconded the motion.

Jeff Heiman –
o AT&T Franchise agreement, review changes from ATT attorneys. City Council discussed, would like the attorney to make recommended edits and submit back to ATT.
o City council discussed complaints regarding noise issues and enforcement of such issues if codes were adopted. Attorney Jeff Heiman said he would look into “home rule” for the Sheriff department to provide enforcement. If the City were to adopt noise ordinance codes, they city would need a municipal court to enforce. Desoto has a municipal court, but does rely on the Sheriff department for enforcement. The residents could partner together and file an injunction under the civil law regulations and fight in district court.
7:38 P.M. Troy Clark motioned go into executive session for 10 minutes for consultation with attorney on matters deemed attorney client privilege. Steve Freeman seconded the motion.

7:48 P.M. Mayor Wilkins called the meeting back into open session.
Ryan Davis –
– Provided the following update regarding critical repairs for the water plant including but not limited to piping, metal baffles, stainless steel nuts, bolts, washers, and parts for the fire hydrants.
Troy Clark motioned to approve an allowance of up to $10,000 on repairs at water-plant. Steve Freeman seconded the motion. Motion passed 4 yeas, 0 nays
– Pricing on aerators for lagoons was checked, over $6000 to replace with new. Will make repairs to existing pontoon.
Lynley Sanford –
– Updates:
o Temporary Liquor permit for Vintage Iron Revelry was approved.
o Electrical Inspection permit for 619 Whitfield lot 5B for service upgrades.
– Resolution 331 for street closure on 5/30/2026 for the Vintage Iron Revelry was presented to the city council. Steve Freeman motioned to approve resolution 331. Mary Jane Hoffer seconded the motion.

Public Comment
– Elsie Middleton spoke to the city council regarding flooding caused by blocked culvert tubes. The overflow washed out the end of Elsie’s driveway.
– Jessica Zullig – provided updates to the City Council about the progress in discussions with the School District and the City of Perry regarding a joint recreation committee. At the next School board meeting, Jessica would like to provide feedback to the board members if the City’s of Perry and Lecompton are interested in the joint committee. The City Council discussed and expressed opinions, but overall determined yes, at this time they are interested.
Old Business
– City Council discussed the matter of windows that need replaced in the Old Rural High School.
Troy Clark motioned to approve Free State Homes, replacing 17 windows totaling $36820.34. Norraine Wingfield seconded the motion. Motion passed 4 yeas, 0 nays.
– It was reported to the council that there were no remaining funds to help cover the cost of flags or banners for USA 250 celebration. The council reviewed the bids for banners and flags as provided from Fast Signs, Display Sales and Amazon.
Mary Jane Hoffer motioned to approve the proofs from Display Sales for 14 banners and to purchase the flags and flag poles from Amazon totaling not more than $2200.00. Troy Clark seconded the motion.

New Business
– Street flooding and drainage: many issues across town.
o The Fire Dept. drive has always washed out some, it is worse since the installation of the sidewalks. Would like to consider a hard surface option.
o Boone street, the culver box in front of 422 Boone St had a failed wall on one side creating a sink hole. Ryan plans to install new concrete and fill in the hole.
o Ivan Corel at 427 Boone St has been experiencing flooding into his home with the change of the bridge and sidewalks. The Collection tubes are not collecting as they should. Ryan discussed with the council options changing some grade work and cleaning out culvert tubes.
o Leaves plugged culvert tubes east of Whitfield Street. During the last thunderstorm, the collected water flooded out of the ditches and flooded the North basement area of the food pantry at the church, overflowed and washed gravel at the end of several driveways along Woodson Ave. The N.E. ditch along Woodson Ave at Elmore is failing/collapsing. It is on the City side of the street, a determination on how to repair will need to be made.
o 227 Elmore – the gravel in the drive was washed away exposing the culvert tube.
