June 15th, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark., Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Norraine Wingfield were present at roll call. City Clerk Lynley Sanford was also present. Superintendent Ryan Davis was absent. Residents or township members present included Elsie Middleton, Roy and Patty Steffan, Greg Howard and Fire Chief John Mathis.
Mary Jane Hoffer motioned to approve the meeting minutes from June 1st, 2026. Troy Clark seconded the motion.
Motion passed 5 yeas, 0 nays
Steve Freeman motioned to approve the bills before the council. Stephanie Confer seconded the motion. Question about Overtime was asked: City Clerk had both City Council and Planning Commission meetings over the last pay period. Superintendent Ryan Davis was not present and had not communicated overtime with the Mayor. It is assumed ongoing projects at the Water-plant are where his overtime hours stemmed from.

Fire Chief John Mathis was present to provide updates to the City Council and budget prep for 2027. Fire Department has been working on testing the flow and function of the fire hydrants around town. Working on upgrading signal and phone service to the fire station.
Fire Station continues to be manned 1 person per day. Looking at installing a tornado shelter for overnight fire crew safety. For 2027 budget, will be looking at increasing funding to hire additional needed fire-fighters.
Ryan Davis was not present to provide updates. –
– It was noted the city is currently on RWD #3 water. One of the chambers in the settling tank at the water plant is in the process of being vacuumed out to assess the condition of the bottom of the tank.
Lynley Sanford –
– FW1-2026 Fireworks stand application for Hillcreek Market was presented to the council for approval
Troy Clark motioned to approve Firework stand application FW1-2026. Stephanie Confer seconded the motion. Motion passed 5 yeas, 0 nays
– Solar installation permit requires an electric inspection permit for 335 Halderman.
Troy Clark motioned to approve permit # 26-329 for solar installation. Stephanie Confer seconded the motion. Motion passed 5 yeas, 0 nays.
Council asked for updates on the survey work being performed by BG Consultants. They are still working on utility easements
Council asked when the window replacement project would start at the rural high-school. It was noted it was planned not to start before mid-June. Clerk Sanford will follow up with Builder Mark Kasson.
Public Comments:
– Greg Howard with Lecompton Community Empowerment commented on how wonderful the flower containers around the City looked being painted up red/white/blue. He thanked Mrs. Gantz at the Perry-Lecompton Middle School for having the 7th/8th grade class’s paint then.
– Greg Howard on behalf of Lecompton Community Empowerment provided a donation to the City of $5000 to use towards the cost of replacing the windows. Greg presented a second check in the amount of $500 to use towards the purchase of the America 250 Banners/Flags and the America 250 Community Cookout.
– Greg Howard asked if we could mow/clean-up the lawn/grass/weeding by Thursday this week. There is a big meeting at the Lecompton Community Empowerment Building Thursday evening, and Saturday there is a large group renting the facility.
– Roy & Patti Steffan asked for any follow up regarding the MHP moving in a new trailer and damaging the sidewalk and roadside easement. Roy shared photos and video to the City office, which were forwarded to the City Council. Council would like a letter sent to MHP regarding the sidewalk damage, required notice of future move-in of mobile homes, and if future mobile homes are moved in that they use a smaller tractor to make the turn onto Whitfield.
Roy & Patti Steffan also wanted to follow up regarding the sidewalk along Woodson Ave. council agrees that the sidewalk should be torn out, leveled, dirt added where needed and seeded.
Old Business
– Reviewed bids on painting, floor repairs, flooring for gymnasium. Working on bids for fascia and gutters.
New Business
– Complaint was received about a recently unearthed existing sidewalk in front of 401 Halderman. The sidewalk is made of large limestone and is broken large chunks. Council and Elsie Middleton discussed the concerns. It was agreed to cost share signage that say “Caution uneven historic sidewalk” at each end.
Mary Jane Hoffer motioned to approve the signs. Norraine Wingfield seconded the motion.

– City council reviewed a draft resolution provided by USD 343 for future consideration of the Recommission. The City Council discussed and has additional edits they would like considered for the draft. The presentation of the resolution does seem a bit out of order. Communicate as needed with Superintendent Woodward.
Nuisance complaints –
– 641 Southcrest: junk motor vehicles, junk and debris. Concern for yard grass and weed height. The home owner was home when first evaluated. The grass was tall and there was junk in the yard. The yard has been trimmed since and some picking up has occurred. The Council will review again in 30 days.
– 501 Halderman – extreme grass/weed height, trash in yard, fallen tree on house. Violation letter has been sent. Review at next council meeting
– 645 E Second –extreme grass/weed height, violation letter has been sent. Review at next council meeting.
– The city council asked a letter be sent to the Leslie Barn and Elhadji/Maureen Drame to clean up the wash out of millings from their driveway. And to find a way to prevent the millings from washing out during heavy rains.
8:48p Stephanie Confer motioned to go into executive session to discuss non-elected personnel for 12 minutes. Troy Clark seconded the motion.

9:00p Mayor Wilkins called the City Council meeting back to open session.
