July 6th, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark., Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Norraine Wingfield were present at roll call. City Clerk Lynley Sanford was also present. Superintendent Ryan Davis was absent. Residents or township members present included Lori Wilkins, Jessica Zullig, Elsie Middleton, Mark Kasson and Jeremey Allen.
Troy Clark motioned to approve the meeting minutes from June 15th, 2026. Mary Jane Hoffer seconded the motion with one correction, to change Joe Steffan on page two to Roy Steffan.
Motion passed 5 yeas, 0 nays
Steve Freeman motioned to approve the bills before the council. Stephanie Confer seconded the motion. Question about what beside pole decorations was the bucket truck used for over 9 days. No one had an answer.

Jessica Zullig spoke to the City Council regarding the joint recreation commission and answered questions and concerns.
City Council reviewed and discussed Resolution 2026-331 establishing a recreation commission.
Stephanie Confer motioned to approve the resolution agreeing to put on the November ballot for a public vote the establishment of a recreation commission. Steve Freeman seconded the motion.

Lynley Sanford –
– Jim Long has agreed to work on the 2027 budget. The Council needs to determine if they plan to exceed the Revenue Neutral Rate.
Stephanie Confer motioned to exceed the Revenue Neutral Rate, Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays
Stephanie motioned to set the rate at 30.00 Norraine Wingfield seconded the motion.
Motion passed 5 yeas, 0 nays.
– It was noted that fascia and gutter bids were requested from Jayhawk Guttering, JB Turner and Klaus roofing systems (through Green Factor). Jayhawk Guttering is out of business. JB Turner will submit a bit soon, and Klaus roofing system has submitted a bid.
Public Comments:
– Mark Kasson commented on window project for Old Rural High-school building. Project shall start in 3-6 weeks. Mark will pull out 1 window and double check measurements before ordering all the windows.
– Elsie Middleton provided an update regarding the historic sidewalk in front of her house. She has had the steep natural edge of the grass angled off so its less of a trip hazard. She had received some opinions from others regarding filling in the cracks between the stones with small river rock. The council said to use what-ever aggregate she prefers.
Old Business
– Gymnasium Community cleanup day on Saturday: supplies needed include paint, painting supplies, plastic, trash bags, paper towels, degreaser, sanitizing spray, rollers, brushes, paint pans.
– The subdivision process was discussed with the city council. BG Consultants will provide notice to adjacent property owners within 200 feet. The planning commission will call a special meeting to review the preliminary plat. Once the prelim plat is approved, then the final plat will be eligible for approval and presentation to the City Council.
New Business
– Council member Troy Clark provided a list of street signs that need repair or cleaning, as well as other maintenance and care needed around town.
– Council discussed school drop off and pickup traffic concerns along 7th street. Need to meet with Mr. Lamb and Superintendent Woodward to coordinate a better traffic pattern to reduce congestion.
– Gravel washed down out of 505 Eisenhower into the intersection of 5th and Eisenhower causing sliding and tire spin when taking off from this intersection. It needs swept up.
8:48p Stephanie Confer motioned to go into executive session to discuss non-elected personnel for 20 minutes. Mary Jane Hoffer seconded the motion.

9:14p Mayor Wilkins called the City Council meeting back to open session.
Council noted that the Douglas County Commissioners would be discussing the tax increase to support consolidated LCDFM #1, and asked if any public opinions had been presented.
9:20pm – Stephanie Confer motioned to adjourn. Troy Clark seconded the motion.
