July 20th, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark., Mary Jane Hoffer, Steve Freeman and Norraine Wingfield were present at roll call. Council Member Stephanie Confer was absent. City Clerk Lynley Sanford and City Attorney Jeff Heiman was also present. Superintendent Ryan Davis was absent. Residents or township members present included Joe and Patty Steffan, Elsie Middleton, Casey Quigley, Vicki Clark and Nicole Kanaman.
Mary Jane Hoffer motioned to approve the meeting minutes from July 1st, 2026. Troy Clark seconded the motion

Steve Freeman motioned to approve the bills before the council. Norraine Wingfield seconded the motion.

Jeff Heiman discussed the letter to the Mobile Home Park regarding moving in trailer homes damage to road right of way. Jeff was waiting on additional feedback before sending the letter, but will send this week.
Norraine Wingfield followed up that she had spoken with LKM, and noted that other municipalities have contracts with their local Sheriff Departments the cities have their own court system to process tickets and violations. Lecompton would need to be set up the same, and should it be considered to create a court system, contract a judge and cooperative agreement with the Sheriff Department of Douglas County to enforce nuisance codes.
Nicole Kanaman was present to discuss strategizing grant applications. She has been approved by the State of Kansas department of Commerce to write CDBG grants. Really looking at the $210K small facility grant, however there is an infrastructure grant and a Full Campus grant that could be looked at as well. If doing the larger grants, some things needs to be aligned very quickly such as an engineer assessment and an environmental review.
No final determination was made, the Council agreed they need to hold a special meeting to discuss steering and strategizing. Brainstorming August 31st at the special meeting date at a little earlier time.
Rachael Allen was not present at this meeting, but she has been corresponding with the City Office is regards to Evergy’s Business Energy Savings Program which includes rebates for lighting, HVAC and other efficiency improvements. The City has sent a list of accounts with Evergy to be reviewed for eligibility.
Ryan Davis was not present to provide updates. –A written update was provided to the council

– Special meeting of the planning commission to review Re-Plat for Historical Society on August 12th at 6p
– Ordered things for the gymnasium: water fountain, door kick panels, light switch plates, lights for bathrooms.
Public Comments:
– Joe Steffan asked the city council if they had given any more consideration to the putting rocks between the sidewalk and the road, in the road right of way along his parcel on Whitfield. The Council said they were wanting to wait to see if the Mobile Home Park Community would respond to the letter that was being sent before they moved forward.
Joe next asked if any movement has been made with the gas company, Mayor Wilkins had said he would contact the company and has not had the time to follow up on this.
Joe asked the City Council to have the superintendent take a look at the culvert I the alley behind Isacks and Whitfield there is an erosion issue that needs addressed.
Lastly Joe asked if he could remove a tree in the alley right of way. He presented picture to the council. The tree is part of a property to the East of Joe’s, the City said they could not give permission, however if Joe and the property owner both agreed the tree should be removed, the City does not see any issue with that.
Old Business
– City Council reviewed gutter and fascia bids. They also considered the epoxy floor bids and the repairs to the gym floor. It was decided at this time, no action. The plan is to wait for the moment and work on a grant where these projects would be included.
– Norraine Wingfield said she attempted to contact School Superintendent Josh Woodward, School Board President Nick Fergus and PLES Principal Mark Lab to discuss drop off and pick up and concerns over how dangerous the road being blocked is. As of tonight’s meeting she had not heard back from any of them. The next School Board meeting is August 10th. And the matter should be presented there.
– Street sign update: Jimmy has not had time to inquire about expected costs. He will send info to Troy Clark to work on bids.
– Sidewalk signs for in front of 401 Halderman. Signs have come in but have not been installed.
New Business
– Vicki Clark with Territorial Day event update: Saturday is the main event, but considering Friday night to hold lawn mower races and a family fun night.
The Territorial Day Committee would like permission to use the ball field again for the old fashioned ball game – General consensus of the council is yes.
Vicki asked if the Territorial Day committee could use the City’s tax exemption as has been allowed in the past. The consensus of the council is yes.
A Change up this year for music. Instead of a band/street dance, the committee is doing a battle of the bands and some other cool things like a best beard/mustache contest.
Not this year, but future years would like to consider using the gym for pie judging or fair style events
Mary Jane Hoffer motioned to donate $2500.00 to support the Territorial Day Committee. Steve Freeman Seconded the motion. Motion passed 4 yeas, 0 nays (Stephanie Confer absent)
The Council asked if the City Clerk would post the open job position for grounds and facilities maintenance. In the meantime the city contemplated hiring someone part time temporary to do mowing and light as needed work. Norraine Wingfield offered that city resident Dave Glenn has offered to do work like that for the City. The general consensus of the council is that Mayor Wilkins and council member Wingfield can work out the details of hiring Dave Glenn if he is interested.
8:20pm Mary Jane Hoffer motioned to go into executive session to discuss non-elected personnel for 20 minutes. Troy Clark seconded the motion.
