September 21st, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Council President Stephanie Confer brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark., Mary Jane Hoffer, Steve Freeman and Norraine Wingfield were present at roll call. Mayor Jimmy Wilkins was absent. City Superintendent Dustin Gruver and City Clerk Lynley Sanford were also present. Residents or township members present included Elsie Middleton, Mark Kasson and Jeremey Allen.
Troy Clark motioned to approve the meeting minutes from September 8th, 2026 with corrections. Mary Jane Hoffer seconded the motion

Steve Freeman motioned to approve the bills before the council. Norraine Wingfield seconded the motion.

No current updates on land transfer with Historical Society, a rough draft is expected at the next City Council meeting.
Dustin Gruver introduced as new City Superintendent. Provided an update to the City Council regarding current conditions of equipment and City trucks. Concerns over lack of maintenance, currently performing needed maintenance and working on a creating a regular service schedule.
Requested considerations for the following equipment: Strobe lights for the Ford and headache bar to protect rear glass. 18V & 20V batteries for Milwaukee battery tools and consider street broom for the skid-loader.
Consensus of the council is to purchase the strobe lights and headache bar for the Ford when ready, wait until fall sales for the Milwaukee batteries if possible.
Troy Clark motioned to approve purchase of the street pickup broom from Murphy Tractor for the Skid-loader. Check to see if they offer government pricing. Mary Jane Hoffer seconded the motion.

Lynley Sanford – Provided the following updates
-Elevator motor scheduled to be installed on 9/22
– New monitoring cameras to be installed on 9/22
– KWO grant for construction needs at water plant submitted on 9/11
– HACH dr900 Colorimeter needs repaired/a new one is $2500.
Norraine Wingfield motioned to approve sending the Colorimeter to Hach for repairs with no loaner, the old unit should work until we get this one back. Steve Freeman seconded the motion.

– IT/Computer assistance. Will Gantz is scheduled for Wednesday to check out the computer at the office, see if there is anything we can do to make it function longer and to talk about upgrades and creating a network and an additional memory backup.
Public Comments:
– Elsie Middleton thank’d the City Council and Dustin Gruver for installing the signs for the sidewalk and reimbursed the city for the agreed upon share of the signs.
– Mark Kasson updated the City Council on the window replacement project at the old highschool building. Owls nest room is done, second and third story windows on the north are done. The finishing up of the project should be completed within the next 2 weeks. The spare windows will be stored in the “accounting” room where the sprinkler equipment and storage is.
Old Business
– No current updates on any old business.
New Business
– City council reviewed a contract operator agreement with Kurt Bookout (KMU), council asked for some clarification and additions to the contract. Will reconsider at next City Council meeting.
– City council discussed mowing season and considered how long to keep our temp mowing employee on board. General consensus is to keep temp mowing crew until grass goes dormant while Dustin and Kevin catch up on other issues in town.
7:54pm Troy Clark motioned to go into executive session to discuss non-elected personnel for 10 minutes. Steve Freeman seconded the motion.

8:36p Council President Stephanie Confer brought the meeting back into open session.
The City Council stated the following:
– Insurance coverage for superintendent’s spouse to be covered at 30%
– Waive the wait time for the new employees health insurance.
– City Clerk pay will reflect an increase for this payroll cycle, moving forward over the next 3 years:2027, 2028 and 2029 for the first payroll of October a 5% pay increase is to occur each year.
