Dustin Gruver provided the following updates to the City Council.
– Working on contract operators for water/waste water. Rance has enough credits to reinstate water, that application has bene submitted. Waiting for reinstatement. Rance still needs additional hours for wastewater, so may have to temporally contract with Perry until Rance can be re-instated.
– Aerator that was pulled out of cell 2 lagoon. Working on rebuilding it, have quote for new pontoon, lower end, and rebuild kit, and 2 motors. Total just under $4000.
Norraine motioned to approve the bid from NewTerra for rebuild parts for the aerator. Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays.
– The street paint sprayer has not been found, but Dustin will work towards painting lines on a Monday/Tuesday.
– Concrete Culvert/Alley entrance between Whitfield and Isacks St. There is a hole in the concrete tube, will need to be torn out and replaced with a metal tube.
– Dustin meeting with MHP representative on Tuesday to look at the cracked sidewalk panel for replacement.
The sidewalk along south side of woodson just needs removed and dirt placed in it. Council agrees to move forward with that.
– Asked about gas detector for confined space. The meter, with gas and regulator is about $1000. Mayor wilkins requested a quote and present it at next council meeting.
– Council reviewed Tonka bid for waterplant inspection and training. Stephanie Confer motioned to approve the bit from Kurita/Tonka for inspection and training at the waterplant. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays.
– Dustin asked for clarification of expectation for snow removal. Council agreed start with Priority routes, such as school routes and emergency routes, then down town, and then the rest of town. Pre-treat and assist with Fire Station if not cleared.
– Wash out issue at the Fire Station: Mayor Wilkins met with county representatives and the thought is to narrow down the driveway with curbing which will help slow down the speed of the water flow. The County will pay for the curbing, the City will need to regrade and do work to the ditches around there.

Lynley Sanford – Provided the following updates
-Discussed concerns regarding the Iron/Manganese backwash pond and new regulatory compliance. Waiting on clarity on some thing with KDHE. Mayor Wilkins asked for KDHE contact info to see if he can get more clarification.
– Elevator is repaired and in working order.
– Hach colorimeter has been repaired and returned.
– Letter to property owner at 305 Whitfield was sent on 10/8/2026. Property owner reached out and said she is working on finding a contractor to demo.

Public Comments:
– Ed Smith asked about the meter shut off valve for 305 Clark St. Superintendent said the plan is to replace on Wednesday morning.
– Jeremey Allen stated he received a random flier from someone going around Lecompton, the flier is against the rec commission. Council reviewed the flier, it included an article from the Journal World, which is accurate, however it is also a bit mis-leading if a person doesn’t realize the different between assessed and appraised value.

Old Business
– The City Council reviewed the updated provisions in easement agreement with the Historical Society. General consensus are the documents look good, forward on to the Historical Society for consideration.

New Business
– It was asked to reopen the discussion regarding 710 E Woodson Ave, the small city owned shop by the Old High School. Mayor Wilkins is going to meet with 2 other council members and assess the area and parking and discuss further at the next council meeting.

8:07pm – Mary Jane Hoffer motioned to adjourn. Stephanie Confer seconded the motion.
