November 6, 2023 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Tim McNish, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen were present at roll call. City Attorney Jeff Heiman, City Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. The following residents or township members present included: Belinda Janes, Susan Wood, Troy Clark, Elsie Middleton and Kevin Kelley with Peaselee Tech.
Mary Jane Hoffer motioned to approve the meeting minutes from October 16th, 2023. Steve Freeman seconded the motion.

Stephanie Confer motioned to approve the special meeting minutes from October 25, 2023 with correcting her last name. Steve Freeman seconded the motion.

Steve Freeman motioned to approve the bills. Owen Mallonee seconded the motion.

Kevin Kelley with Peaslee Tech spoke to the council regarding funding for the Tech School. The education programs set students up for life time careers. There are 9 programs that count for dual credits as school credits and toward apprenticeship careers. Kevin asked if the City would send a letter in support of permanent funding options through Senate Bill 163.
Mary Jane Hoffer motioned to send a letter of support for permanent funding for Peaslee tech for Senate Bill 163. Stephanie Confer seconded the motion.

Elsie Middleton provided the council a resignation letter from the E-Community board. Mayor Wilkins accepted the letter of resignation.
KDOT sidewalk contract for the base bid plus the alternate construction was presented for signatures.
Stephanie Confer motioned to sign the construction contract with KDOT for the base bid plus the alternate.

Owen Mallonee talked to the council about a sidewalk repair needed in front of 548 Whitfield. Council asked that Rance take a look at it and see if it can be lifted and filled underneath.
City Attorney Jeff Heiman updated the council on the letter sent to Brazee Lilly Holdings, LLC concerning raising the sewer man-hole lid. The timeline on the letter doesn’t expire until next week, so review it at the next City Council Meeting.
Rance:
– Updated city council that all snow equipment has arrived
– Trucks, plow, sand spreader, grill guard and flat-bed are listed on purple wave and will sell on 12/5
Lynley –
– Perfection Period for well permit was approved to be extended until 12/31/2028.
– Provided updates on the following: Dog as large issue letter was sent to 601 Whitfield; Letter for property cleanup at 214 Elmore was sent, City Hall hours sign was ordered and installed. City website has launched, lights for side by side and skid loader have been ordered, waiting on them to be delivered.
New Business
– JUS – Software Contract for utility billing renewal for 1 year. Owen Mallonee motioned to approve the software assurance contract for he Jayhawk Utility Billing Software. Stephanie Confer seconded the motion.

– Audit Engagement Letter from Gordon, CPA for 2023 audit.
Stephanie Confer motioned to approve the audit engagement letter, Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays.
– Elsie Middleton apprised the city council that there was an unhoused person found sleeping under the mural at the community empowerment building. Just wanted to make the council aware, sometimes the building is left unlocked while groups are meeting in there, and that may leave the opportunity for individuals to go inside and become locked inside.
Old Business
– Items for next agenda: Codification and undercoating for Blue Chevy Truck.
