May 20, 2024           LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Superintendent Rance Roberts was also present. City Clerk Lynley Sanford was absent. Residents or township members present. Lilly Newman, Ava Hunt, Jamie Newman, Cael Hetrick, Liam Ellis, Jackson Hunt, Josh Ellis, Jamin Nally, and Kevin Confer.

Troy Clark motioned to approve the meeting minutes from May 6th 2024. Owen Mallonee seconded the motion.

Motion passed 5 yeas, 0 nays

 

Steve Freeman motioned to approve the bills. Mary Jane Hoffer seconded the motion.

Motion passed 5 yeas, 0 nays.

 

Jamin Nally spoke with the City Council about making Elmore Street one way from Woodson Ave to 3rd Street. The benefits would be additional angled parking spots, it would improve safety for drivers & pedestrians.

Superintendent Rance Roberts has no concerns in regards to snow removal or street maintenance/repair.

Council recommends checking with City Attorney Jeff Heiman on how to proceed. Making sure to notify community members.

Make sure to budget for temporary & permanent signage and paint for parking stalls. Council would like to discuss further. Add to next agenda.

 

Kyle Morgison submitted a letter of resignation on May 13th. The council reviewed the letter. Kyles last day will be Friday May 24th, 2024.

 

Rance is still planning to retire at the end of 2024. The job description needs updated to include being on call 24/7 – 365 days.

Mary Jane Hoffer motioned to start advertising for the job opening as soon as possible. Troy Clark seconded the motion. Motion passed 5 yeas, 0 nays.

 

 

Rance Roberts

Updates to council:

  • Progress on wells. Has reached out to 2 companies to pig lines, but have not heard back from them.
  • Lagoons have been sprayed with new chemical, still no progress.
  • Will need help this summer. Council woman Stephanie Confer said her son Julian Confer would be interested in part-time seasonal mowing and trimming through the summer. Superintendent Rance Roberts indicated his son Brady Roberts could help temporarily with maintenance.

Owen Mallonee motioned to approve Brady Roberts as part time temporary seasonal laborer. Steve freeman seconded the motion.

Motion passed 5 yea, 0 nay.

Brady will need to come by the office to complete paperwork.

 

Lynley –

  • Citywide garage sales – no flea market this year. Will be listing in LJWorld, Vindicator and capital journal world.
  • City Office will be opening up late from 6/3/2024-6/6/2024

 

 

New Business

  • Next construction meeting Wednesday 5/22/202 @ 9. Council Woman Stephanie Confer will attend.
  • Council discussed Rance painting the crosswalks as time permits. Will need to find minimum requirements for size/spacing.
  • Mary Jane Hoffer attended a zoom solid waste management meeting on 5/14 @ 9am. The meeting discussed the creation of more solid waste being hauled to the landfill as a result of the new Panasonic Plant and Memorial Stadium.
  • Tree at 421 Elmore in the Alley. A large limb had fallen out of the tree across the alley and caused damage to the residents lawn furniture. They processed the limb. A second limb fell out of the same tree and took down their patio lighting. The residents were asking for help with trimming the tree. The tree is not on their property, and they aren’t sure if its something the neighbors need to take care of or the City.

Council will have it checked out and report at the next meeting. If it’s in our right of way, we will need to remove.

 

  • Time for Lecompton to appoint a representative to the Douglas County Emergency Management board. Stephanie Confer motioned to approve re-appointing Chris Johnston. Troy Clark seconded the motion.

Motion passed 5 yeas, 0 nays.

  • Lecompton participated in the Street Salt Bid tabulation with Douglas County Public Works. The most affordable price was from Central Salt. Prices seem to be consistent from previous years.

Mary Jane Hoffer motioned to approve the Salt Bid from Central Salt. Owen Mallonee seconded the motion.

  • There is a dead elm tree at 3rd and Elmore. It needs to be looked at to see if it is in our easement. If it is, we need to take it down.

 

8:39pm – Mary Jane Hoffer motioned to adjourn. Owen Mallonee seconded the motion.
