June 3, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Superintendent Rance Roberts and City Clerk Lynley Sanford were also present.. Residents or township members present included Susan Wood, Belinda Janes, and Paul Bahnmaier.
Steve Freeman motioned to approve the meeting minutes from May 20th 2024. Mary Jane Hoffer seconded the motion.

Stephanie Confer motioned to approve the bills. Steve Freeman seconded the motion.

Belinda Janes spoke to the City Council concerning the sidewalk project. The cut out roots were dumped in the ditch, stray brick pieces were thrown in the ditch. There is a palate still with bricks stacked on it. The stool and sitting things are still all around. The council asked that the construction company be asked to give attention to these things at the next construction meeting. Belinda asked about sections of curbstone be replaced.
Paul Bahnmaier provided news on behalf of the historical society that there have been visitors from 5 countries and 18 States in just the last month.
Jeff Heiman was asked to provide guidance to the City council regarding how the city could make a street one way. The city could do so by passing an ordinance, and then installing appropriate street striping and signage.
Rance Roberts did speak up that there are residents already not in favor of the 1-way. That it would cause more confusion.
Councilman Troy Clark motioned to approve city attorney Jeff Heiman to create an ordinance for creating a 1 way from Woodson Ave. to Third Street for 1-block on Elmore Street with additional angled parking in the business district. Stephanie Confer seconded the motion.

Rance
– Tree removal and tree cleanup in alleys and street easements. Historically this has been a property owner issue, unless the tree falls down and blocks the roadway.
The City Council discussed how to proceed with tree issues. Council agreed that it should be the property owners responsibility and asked that letters be sent to home owners to address tree issues on their property.
– Motor repair at water plant, still waiting on Patchen to repair the motor before replacing.
– Delineators were installed between sidewalk and Elmore Street. It was noted that 2 delineators had been removed.
Lynley –
– It was asked if the city would consider finishing the sidewalk to the driveway entrance at the Community empowerment building.
Old Business –
– Wages for part time seasonal summer employees was not determined at previous council meeting.
Council consensus is that part-time summer help Brady Roberts shall be paid $20/hr for his help.
Part time seasonal workers Caleb and Julian Confer are too busy to help. If the council hires part time temporary seasonal workers they will be hired at $15/hr.
– Penny Bahret will be taking over cleaning the community building for Sharron Roberts. Sharron has retired from a KPERS benefit career and has to wait a certain number of days from her last pay period before she can work again for another KPERS benefit employer.
– Update job descriptions: City Attorney Jeff Heiman will take a look and review/update.
– Where would the council like to advertise for assistant superintendent position, and would they like a starting wage advertised. The council recommended advertising in the Vindicator, post flier at City hall, Post Office, post digitally online for the Capital Journal World and LJ World. Beginning pay to be posted at $20/hr.
– Last meeting it was mentioned Rance should get ready for cross walk painting – that is included in the sidewalk plan. It will be done once the sidewalks are completed.
– Tree removal at 3rd and Elmore to be tabled.
New Business
– The next construction meeting will be 6/5 at 10am at City Hall
– Mowing in road right of way along new sidewalk route, specifically north along Elmore and Second Street. After discussing, for right now City will mow a swath on each side of the sidewalk.
– Building permit 24-311 for a pole barn at 110 E Woodson was presented for approval.
– Stephanie Confer motioned to approve building permit 24-311, Owen Mallonee seconded the motion.

– Stephanie Confer will not be at the meeting on 6/17
– The City was contacted by Charlie with Douglas County Emergency Management regarding possible interest in applying for a BRIC grant again for generators for the water plant. Jimmy will get ahold of Charlie and confirm our interest.
– Jimmy spoke with ASAP locating – they are able to locate unknown waterlines, and can do PVC lines for $140/hr. Jimmy will get more details and a bid for work. Great opportunity to stripe/line/and map.
8:43pm – Troy Clark motioned to adjourn. Stephanie Confer seconded the motion.
