July 15, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Mary Jane Hoffer, Stephanie Confer, and Steve Freeman were present at roll call. Council Members Owen Mallonee and Troy Clark were absent. City Superintendent Rance Roberts and City Clerk Lynley Sanford was also present. Residents or township members present included Belinda Janes and Susan Wood.

Mary Jane Hoffer motioned to approve the meeting minutes from July 1st, 2024. Stephanie Confer seconded the motion.
Motion passed 3 yeas, 0 nays

Steve Freeman motioned to approve the bills before the council. Stephanie Confer seconded the motion.

Rance Roberts –
– Provided information to the city council regarding updates for the Water Plant.
o Replace media in Softeners
o Pneumatic controllers
o Paint
o Additional lighting in water-plant building
o Update and modernize SCADA system for off-site monitoring.
Lynley –
– Discussed potential grant for generators at water plant and wells. After council discussion it was decided at this time the city would pass at this time.

Old Business updates –
– Sidewalk updates: construction is scheduled to be completed on August 6th. After construction is completed, there will be a walk through and then 30 days to meet the items on the “punch list”
– USD 343 Building permit fees for new elementary school addition.
Mary Jane Hoffer motioned to adjust the building permit fee by half to $24,000.00 for the addition at the USD 343 Elementary school. Steve Freeman seconded the motion.
Motion passed 3 yea, 0 nay.
– City council reviewed 1 new application since the last council meeting. The council asked that the individual be asked to come in for shadow day, and to bring references. If they are still interested after a shadow day, the city will move forward with checking references and interviewing more formally.
New Business
– City Council discussed the 2025 Budget and whether or not to plan to exceed the Revenue Neutral Rate.
Stephanie Confer motioned to plan to exceed the Revenue Neutral Rate for the 2025 Budget with a proposed Mill Levy Rate of 29.752. Steve Freeman seconded the motion.

– Reminder the RNR/Budget hearing will be the Tuesday after Labor Day on September 3rd, 2024.

– North end of Alley behind Steve Howard needs attention, it is all washed out and a vehicle cannot drive through there without high clearance.

– Dead trees in alley ways, etc: The one in the alley between Isacks and Whitfield. That tree is the property owner’s responsibility which is Gary Miller.
Another tree leaning way over on 2nd street on the old Coffman property needs taken care of. New owner is a dibble. Send letters to these two property owners to have trees removed.
Attendee asked that the City make sure who is liable when someone is removing a tree that is in a platted alley or street right of way. The City may still be culpable.
