December 16, 2024 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer Stephanie Confer, and Owen Mallonee were present at roll call. Council Member Steve Freeman was absent. Assistant City Superintendent Ryan Davis, City Superintendent Rance Roberts and City Clerk Lynley Sanford were also present. Residents or township members present included Elsie Middleton, Jack Oglesby, Norraine Wingfield, Paul Bahnmaier, Deb Powell, Greg Howard, Mark Kasson, Jeff Goodrick, Marsha and Roy Paslay, Sherilyn Driver, Nick Fergus, USD 343 Superintendent Josh Woodward, Keith and Carol Noe, Dave Kellum, Debrina Most, Tom and Karla Myer.

Troy Clark motioned to approve the meeting minutes from December 2, 2024. Owen Mallonee seconded the motion.

Stephanie Confer motioned to approve the bills before the council. Troy Clark seconded the motion

Rance Roberts provided his official letter of retirement. Last day of work will be January 3, 2025. City council accepted Rance’s official notice of retirement and wishes him all the best. The City Council asked that Rance attend 1 last city council meeting January 6th, 2025

USD 343 representatives Superintendent Josh Woodward and School Board president Nick Fergus were present to speak with the council regarding the school district gym, ballfield, and gymnasium at 640 E. Woodson Ave.
The City Council has been discussing taking ownership/possession of the property. The council asked for more time to consider options before moving forward with an official commitment to obtain ownership. The School district was understanding and indicated that a decision either way would be good to have before the end of January so the School Board can make decisions on what to do moving forward.

Mayor Jimmy Wilkins got some rough estimates:
– $100,000 with guttering to replace roof membrane
– $80,000 Update electrical with new disconnects
– $30, 000-$60,000 for plumbing updates (depending on amount of jack hammering)
– $110,000-$125,000 for 6 heating units
Total cost is roughly estimated – $350,000 to upgrade gym for mechanical and roof, does not include flooring repairs.

2 rough estimates from a structural engineer and construction engineer, to tear down and attempt to save the wall with the mural (with no guarantee that it will be saved) $250,000. Because of the way the cinderblock construction was done, it is highly unlikely the wall with the mural will able to be saved.

The School district is asking to have a decision or plan by January for next School Board Meeting. The school representatives indicated that an individual is interested in the whole building.

How are into the future is the facility reserved for use. Meta at Lecompton Elementary manages scheduling she could probably tell us.

Cost of utilities – 2 year average is about 2022 – $5,700 & 2023 -$4900. Full year including lawn mowing, labor and utilities is about $7000 per year.

Ryan Davis –
– Updates: School district make new sewer line connection. It was done well, connection looked well sealed, no cracks, no leaking, etc..
– Water plant is working okay, had a little issue with chemical feed, but that is straightened out.

Lynley –
– Update KDHE on rejection of original violation letter. KDHE was contacted regarding the violation for late testing of haloacetic acids.
– LKM has partnered with Cowell Insurance Services for Cyber Security insurance protection. Council agreed to go ahead fill out and submit the risk assessment, and also ask our current insurance carrier if this coverage is included or could be and cost.

Old Business
– Consider water/wastewater operators to contract. Have not been able to find anyone for wastewater.
Have considered former employee Kyle Morgison to contract for water until new operator in Training Ryan achieves certification.
Mary Jane Hoffer motioned to approve offering Kyle Morgison to contract with Lecompton for $100/ month for being a contract water operator and $20/hr. for any active time spent working for the City of Lecompton. Stephanie Confer seconds the motioned. Stephanie Confer added that the contract agreement ends when Ryan Davis becomes certified.
Motion passed 4 yeas, 0 nays.
– City Council reviewed historic loop sign, wanted to make sure there were two signs one for each end of the loop. The general consensus of the council is that the design is approved.

New Business:
– No new updates from RWD #3
– Holiday Light Contest Winners: 3 entries this year.
– 1st Place –Kari Aguilar 652 N. 2050 Rd.
– 2nd Place – Jake Long 706 Simons
– 3rd Place – Dustin Gruver 310 Isacks

Reminders –
– Santa event/Park lighting and parade was a huge success. Thank you to Ronnie and Denise Collette for arranging the parade. It was awesome this year! We had about 92 kids attend this event. The council would like to send a letter or Thank you Card to Ronnie & Denise for putting the parade together.
