February 18, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Stephanie Confer, Owen Mallonee and Steve Freeman were present at roll call. Council member Mary Jane Hoffer was absent. City Superintendent Ryan Davis and City Clerk Lynley Sanford were also present. There were no Residents or township members present. Josh Taylor with Douglas County Emergency Management was also present.
Stephanie Confer motioned to approve the meeting minutes from February 3rd, 2025. Troy Clark seconded the motion.
Motion passed 4 yeas, 0 nays
Steve Freeman motioned to approve the bills before the council. Owen Mallonee seconded the motion.

Josh Taylor with Douglas County Emergency Management was present to answer any questions regarding the Joint Cities-County Emergency Management Resolution. Resolution number 327 for Lecompton.
Stephanie Confer motioned to approve resolution 327. Owen Mallonee seconded the motion

– Working on putting together top 10 list of things to be updates/repaired
– Still experiencing hard water: softeners are functioning normally
– RWD #3 cross connection. It froze in the building and then thawed out, lost about 53,000gal of water. Currently itβs blocked in, but we need to replace the components and get shelving to get spare parts up off the ground.

– Jayhawk utility online bill pay interface. There will be additional monthly fees charged to the city. Currently we do not have more than 23 online payments a month. City Council discussed and is considering discontinuing the online payment portal once it is no longer supported.
Old Business:
– Mayor Wilkins has no current updates regarding the property transfer with USD 343.
New Business:
8:03p Stephanie Confer motioned to go into executive session for 15 min to discuss non-elected personnel. Steve Freeman seconded the motion. Motion passed 4 yeas, 0 nays.
8:18p Mayor Wilkins brought the meeting back to order.
City Council discussed advertising for an additional full time employee ~ Work on job posting for a maintenance position. Consider starting pay at $20/hr.
City Clerk brought up conversation about summer ball field rental schedule. The City council recommended that those interested in using the ball field be referred to the school district office to schedule at this time.
