March 3, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Mary Jane Hoffer, Stephanie Confer, and Steve Freeman were present at roll call. Council members Troy Clark and Owen Mallonee were absent. City Attorney Jeff Heiman, City Superintendent Ryan Davis and City Clerk Lynley Sanford were also present. Residents or township members present included Elsie Middleton.
Stephanie Confer motioned to approve the meeting minutes from February 18th, 2025. Steve Freeman seconded the motion.
Motion passed 3 yeas, 0 nays

Ryan –
– Provided updates on RWD #3 repairs to cross connection. Councilman Owen Mallonee has a list, still gathering information to get a few additional parts before replacing what’s needed.
– Provided updated to brine tank repairs, water softeners and complaints about water hardness. Broken components have been repaired. Brine is mixing as it should. Reaching out to Tonka for additional information and back washing more often than usual.
– List of updates needed MAC valves change to single system manifold valves. Updating pumps. General consensus of the council to update pumps and valves.
– Reviewed list of meters that need replaced. Will purchase additional meters and work on replacing meter sets as the temps warm up.
Lynley –
– Updated City Council that Audit is complete, auditor Sean Gordon will come to the meeting on 3/17 to review finances. Audit has been filed with the State of Kansas.
– The Kansas Water Office Technical Assistance Grant that was applied for in September was awarded to the City of Lecompton. This grant helps with planning, engineering, managing and other technical assistance that may be necessary in the development of plans for water infrastructure projects and or in processing grant and loan applications for such water infrastructure projects. We are waiting on additional guidance from the State of Kansas before moving forward. But this grant puts us in a better position to apply for Water projects Fund Grants through the KWO office as well.
Old Business:
– City limit sign quote from Bob Treanor Designs.
Stephanie Confer motioned to approve the quote for replacing all 3 signs. Mary Jane Hoffers seconded the motion. It was asked that the old signs be returned to City Hall.

– 405 E. Fifth Street was sent a letter for dilapidated structure. No response to the attorney or to city hall.
The City Council asked Attorney Jeff Heiman to proceed with a letter of violation and determine the proper steps to move forward with condemning the house.
New Business:
– City Council considered a donation for the Community Easter Egg Hunt.
Stephanie Confer motioned to approved donating $500 to towards the Easter Egg Hunt April 19th. Mary Jane Hoffer seconded the motion. Motion passed 3 yeas, 0 nays.
– Newsletter was provided for review, send changes/ corrections to office ASAP
– Jimmy Wilkins attended a meeting with the Lecompton Historical Society and the School Board Superintendent last Tuesday regarding the school district property in Lecompton and who will assume ownership of portions of the property. From Mayor Wilkins perspective the school board is willing to work with the Historical Society moving forward to obtain the property they would like allocated to them.
At the same time, the school district would also like to make this transfer as easy as possible, and it is implied that they would rather hand all the property over to the City of Lecompton and let the City and the Historical Society sort it out.
Members of the Historical Society are concerned because there are no guarantees that the City would be willing to offer the property the Historical Society has proposed they want.
The City Attorney asked a few things be considered and discovered:
– What does the current lease agreement look like between the school district and the Historical society?
– Is that lease transferrable if the ownership of the property changes?
– Is the school district still writing the Memorandum of Understanding for the City?
Attendee Elsie Middleton asked the council to consider installing microphones and speakers for meetings for individuals who are hard of hearing. The Council will consider this.
Elsie also asked that the N.E. corner of Woodson and Halderman be checked out. The road is broken up and it is eroding away. She feels it narrows the road way and could be dangerous.
Jimmy and Ryan will look at this.
8:00pm – Mary Jane Hoffer motioned to adjourn. Stephanie Confer seconded the motion.
