April 21, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer and Owen Mallonee were present at roll call. Council member Steve Freeman was absent. City Superintendent Ryan Davis, City Clerk Lynley Sanford and new employee Tyler Freeman were also present. Residents or township members present included Deb Powell, Jack Oglesby; Elsie Middleton and Paul Bahnmaier were also present.
Owen Mallonee motioned to approve the meeting minutes from April 7th, 2025. Mary Jane Hoffer seconded the motion.

Mary Jane Hoffer motioned to approve the bills before the council. Stephanie Confer seconded the motion.

Mayor Wilkins introduced new hire Tyler Freeman as our facility and grounds maintenance employee.
Ryan –
– Request and review bids for new equipment:
* Zero turn lawn mower. Bids from Bishops, Heritage Tractor, DH Lawn and Garden, and Heinen’s outdoor power equipment were reviewed by the city council.
Stephanie Confer motioned to approve the bid for a Hustler Zero turn mower from Bishops. Being paid out of the equipment reserve fund. Troy Clark seconded the motion.

* Additional equipment requests: Push mower for small areas between sidewalks and streets. After discussion, superintendent will look into repairing an old one.
A 4300 psi Pressure Washer for washing equipment, jetting out lagoons – etc.. Mary Jane Hoffer motioned to approve purchasing the power-washer as described at Northern Tools for $4000. Troy Clark seconded the motion.

Larger chainsaw for tree overhang management along alleys, streets and city parks. Would like a chainsaw that has at least a 22” bar and appropriate horse power and a welder for fabrication needs for flat bed and lagoon commodities. Troy Clark motioned to approve purchasing a chain saw and welder. Stephanie Confer seconded the motion.

– Received chemical pumps for trial. The Chem-tech pumps are terrible, not adjustable. Have already sent those back. The Stenner pumps have replaceable parts, ordered those parts and installed in one of the pumps. Consistency in chemical output has been more consistent. Will continue using these Stenner pumps.
– Waiting to hear back from Greg with KRWA to work on exercising valves. The Council asked that the one by the drive at the school not be forgotten about because it was ran over and collapsed.
– The sonic meters for influent flow at the water plant has been intermittently working and throwing a code. A technician came out and was able to do some updates. One of the meters is being warrantied out with mountain land Supply Company.
– Update about Old Rural High school building. Termites and Powder post beetle damage. Treatment for the pest has been completed. Several windows are damaged, leaking and need replaced. Council asked that bids for tear out and replacement of damaged flooring be obtained as well as bids for window replacement for next City Council meeting. Ask Greg who replaced windows in Auditorium.
Lynley –
– Scheduling days off: 5/8 Thursday and 5/9 Friday. Will ask Ryan or Tyler to cover the office for Friday.
– Letter sent to 534 Whitfield regarding health/environmental code nuisance on 4/15.
Old Business:
– Review chip n’seal bids from Vance Brothers, Approved Paving and Bettis Asphalt.
Owen Mallonee motioned to approve the bid from Vance brothers and to remove the portion of the bid for museum work. Bringing the total to $60780.00 splitting the cost 50/50 between the general fund and special highway. Mary Jane Hoffer seconded he motion.

– Historical society is not ready to present information tonight. The group will be at next City Council meeting on May 5th. Update from Superintendent Woodward, the school will be ready to transfer the ball field and USD 343 property in about 6 weeks.
– Dilapidated structure 405 E. Fifth. Council member Owen Mallonee was able to talk to Cuinn directly, he verbally agreed to have the mobile home torn down.
– Elsie Middleton requested the pictures of the damages in the old rural high school be emailed to her and a few other members of the committee.
8:20 pm – Mary Jane Hoffer motioned to adjourn. Stephanie Confer seconded the motion.
