September 2, 2025 REVENUE NEUTRAL RATE/BUDGET HEARING &
LECOMPTON CITY COUNCIL MEETING

6:50P.M. Mayor Jimmy Wilkins brought the Lecompton Revenue Neutral rate hearing to order at 327 Elmore St. Lecompton, KS. Council members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Clerk Lynley Sanford and City Superintendent Ryan Davis were also present. There were no residents or township members present.

There was no public comment or concern regarding the City Council’s proposal to exceed the Revenue Neutral Rate.
Stephanie Confer motioned to approve resolution 329 to exceed the Revenue Neutral Rate. Steve Freeman seconded the motion. Motion passed 5 yeas, 0 nays (Roll Call Vote: Yeas: Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee. Nay: Zero Nays)

6:55P.M. Mayor Jimmy Wilkins brought the 2026 City of Lecompton Budget hearing to order. Council members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Attorney Jeff Heiman, City Clerk Lynley Sanford, Superintendent Ryan Davis were also present. Resident or township members present included Susan Wood, Norraine Wingfield, Tyler Freeman and Jeremy Allen

There was no public comment regarding the City of Lecompton 2026 proposed budget.

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Attorney Jeff Heiman, City Clerk Lynley Sanford, City Superintendent Ryan Davis and City Facility Maintenance Employee Tyler Freeman were also present. Residents or township members present included Susan Wood, Elsie Middleton, Norraine Wingfield, Paul Bahnmaier, Jeremy Allen, Kourtney Kelley, Allie Klopemstein, Serita Miller, and Nick Sanford were also present.

Mary Jane Hoffer motioned to approve the meeting minutes from August 18th, 2025. Stephanie Confer seconded the motion. Troy Clark made one correction suggestion, paragraph three, BG Consultants last name needs corrected.
Motion passed 5 yeas, 0 nays

Troy Clark motioned to approve the bills before the council. Steve Freeman seconded the motion. Motion passed 5 yeas, 0 nays

Mary Jane Hoffer motioned to approve the 2026 Budget, Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays.

Attorney Jeff Heiman provided the City Council with Ordinance 839 which changes the fee schedule for Kansas Open Records Act requests. This change comes as a result of State Statute changes.
Stephanie Confer motioned to approve Ordinance 839, Owen Mallonee seconded the motion.
Motion passed 5 yeas, 0 nays

The order of violation was sent to the listed property owner of 710 Simons for weed control and environmental nuisance. There has been no response at this time.

Ryan –
– New Service connection for 520 Whitfield is completed. Working on the new utility connections on Halderman.
– Trimmed trees on Whitfield in front of Grade-School, branches were hitting the buses.
– Worked on both ends of the alley between Halderman and Elmore. Pot holes, and some areas that were washed out.
– Discussed outcome of the KDHE wastewater inspection. Turns out the contracted wastewater operator is not certified. Ryan is working on obtaining an Operator in Training Certificate, which will allow him to work up to one year. If he receives the OIT certificate, that will fulfill the requirement of having a certified operator until Ryan can actually become certified.

Lynley –
– Fall newsletter/updates and review – City Council will send any additional changes by end of the week.

Public Comment:
Kourtney Kelley spoke to the City Council about adding expanding commercial retail space by utilizing the lot at 344 Elmore. Property owner Nick Sanford was present and shared with the council that he was in favor of the expansion on his property. The general consensus of the council is it is a good idea and to proceed with plans, to make sure to submit appropriate building plans.

Old Business
– 404 Boone street accessory structure was sent a letter to address the roof that was curled up. The roof has been re-attached to the structure.
– 641 Southcrest was sent a notice for nuisance junk motor vehicles. There has been some clean up done, but say there is still some progress that needs to be made. Council agrees should just be kept an eye on it.
– Updates regarding grant funding from Kaitlynn Ammerlaan. If we replace some windows now, we would not be eligible for reimbursement compensation from the grant. The council had additional questions, if replacing some windows now would affect Historic designation. Would it cause an issue with getting the grant. Jimmy will follow up with Kaitlynn or Amy.

New Business
– A resident reported a concern over traffic congestion issues during morning and afternoon school drop off and pickup times. 7th street is narrow, the ditches are deep and cars can barely pass by each other. Douglas County Public Works has been contacted to see if they have any ideas about improving the situation. Jimmy Wilkins will contact the elementary school principle or the School Superintendent to see if there can be changes made to the drop off pickup zones that may help with congestion.
– ATT boring project. Contact and communication with ATT project engineers regarding a city wide boring improvement project to run fiber communication. The City is in the process of negotiating a new Franchise agreement, earning compensation for prior damages, and correcting plans. A resident has concerns about a marked project line on their property. The projected area is 16 feet on to their personal property.
The City Council discussed some components of the Franchise fee and agreed that they would like to look at the 3% rate
– Paul with Lecompton Historical Society talked with Mayor Wilkins and has artwork for the water tower if painting the water tower is part of the water utility improvement project.
