September 15, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, and Owen Mallonee were present at roll call. Council Member Stephanie Confer, Steve Freeman and City Superintendent Ryan Davis were absent. City Clerk Lynley Sanford, City Facility Maintenance Employee Tyler Freeman were also present. Residents or township members present included Elsie Middleton, Paul Bahnmaier, Norraine Wingfield, Jack Oglesby, Jason Hoskinson with BG Consultants, John and Renee Petty, Jamin Nally and Nick Sanford were also present.

Troy Clark motioned to approve the meeting minutes from September 2nd, 2025. Owen Mallonee seconded the motion.
Motion passed 3 yeas, 0 nays

Mary Jane Hoffer motioned to approve the bills before the council. Owen Mallonee seconded the motion. Motion passed 3 yeas, 0 nays

Jason Hoskinson with BG consultants presented an Engineers Opinion of Probable cost report for repairs and improvements the municipal water plant needs. The estimate from this report provides guidance for how much to include funds for the Kansas Water Office Grant. City Council reviewed the grant project probable cost estimate. Mary Jane Hoffer motioned to move forward with the KWO Grant removing the HVA upgrades included in the engineers report bringing the total grant funding needed to $825,000.00 with funding for 100% no match. Troy Clark seconded the motion.

John Petty – starting an organization named “Eye to the Sky” Eagle Watchers Association. John asked if the City Council would make a proclamation stating Lecompton as the “Home of the Bald Eagle.”
Troy Clark motioned to approve a proclamation, claiming Lecompton the Home of the Bald Eagle. Mary Jane Hoffer seconded the motion. Motion passed 3 yeas, 0 nays.
John Petty asked the City Council for permission to host a Sky Eagle Watchers Association “Eagle Days 2026”
Event. The event would be held January 10th-11th, 2026.
Troy Clark motioned to give permission to the Sky Eagle Watcher Association to hold an Eagle Days event on January 10th & 11th, 2026. Owen Mallonee seconded the motion.
Motion passed 3 yeas, 0 nays.

Tyler –
– Requests for new pieces of equipment from Bishops such as a leaf bagger for the mower, mulching mower blades, a new pole saw, and “Tweels”. The Council agreed to move forward with the purchase of the Pole Saw, the Bagger and the mulching blades. They asked for additional quotes for Tweels to review at the next meeting.
– Water line completed at Allens, working on completing line at Trents on Halderman.
– Concession stand, water line issue in the stand. Tyler took out large items for trash, Vickie cleaned. Repairs to be made before Territorial Day needs stand.
– Lagoon treatment and spraying has occurred and physical removal of algae.

Lynley –
– Will be gone Monday September 29th.

Old Business
– City Council reviewed the edited Franchise Agreement with ATT with recommendations/changes from City Attorney Jeff Heiman.
Troy Clark motioned to approve the Franchise Agreement. Owen Mallonee seconded the motion.
Motion approved 3 yays, 0 nays.
– The Memorandum of Understanding with the Historical Society – had been waiting to have feed back from the Historical Society, originally an email was sent June 16th. The Email address was incorrect. A follow-up email was sent in September 9th. Representatives from the Historical Society were present at the meeting. They had an edited version of the Memorandum of Understanding. There was one typo. Each council member was provided a copy of the edited version. It was stated from the members of the Historical Society said that their legal counsel representative Windt Winter had attempted to contact the City Attorney Jeff Heiman, but he had not heard from him yet. Nothing further was discussed.
– The property transfer with USD 343 is on hold. Waiting for response from the State Legislation.
– A question about the proposed new Market area at 344 Elmore being addressed as 344 ½, is this an issue for utilities, would the unit need its own utilities.
City Clerk Lynley Sanford said the confusion on the address is because she was asked if the buildings would have their own address. The Clerk is responsible for addressing buildings, when the question was presented the clerk felt that it would need to keep the 344 portion of the address since it is the same property, but needed a designation identifying it as its own space.

New Business
– The city continues to receive reports of concern over traffic speeding into town especially from the West. The City has asked Douglas County in the past for mobile radar traffic signs, to install flashing speed limit radar sign, and cost sharing such a sign. Every request has been turned down. Concerns were again reported to the City Office, and with the assistance of Mayor Wilkins reaching out to Douglas County, the County offered to provide a mobile radar traffic sign and to do a traffic control study. So this will be happening.
Additionally, it was mentioned that often radar speed signs are seen as more of a game to young drivers who will see how fast they can go before passing the sign often doing more bad than good. The county’s recommendation was to reduce the speed limit from 55 MPH to 45 MPH 1500 feet before the City Limits of Lecompton where the speed limit drops to 30. Be aware of the traffic study that will be occurring soon.
