November 3, 2025 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Owen Mallonee were present at roll call. City Council member Troy Clark was absent. City Attorney Jeff Heiman and City Clerk Lynley were also present. Superintendent Ryan Davis was absent. Residents or township members present included Elsie Middleton, Norraine Wingfield, Jamin Nally, Paul Bahnmaier, Jack Oglesby, Susan Wood, Tyler Freeman and Jordan Partin.
Stephanie Confer motioned to approve the meeting minutes from October 20, 2025. Mary Jane Hoffer seconded the motion.

Steve Freeman motioned to approve the special meeting minutes from October 27, 2025. Owen Mallonee seconded the motion.

– Follow up on ordinance for right of way permit requirement. Council had no revisions for the draft. Would like to present for approval at next city council meeting
– Follow up on right of way permit application. The suggested adding of an initial spot to acknowledge receipt of copy of ordinance needs to added, then present at next meeting for approval.
– Rental request for the Gymnasium, at this time the City Council is declining rental of the space until it can be assessed, but would like to consider the space available for rental in the future.
– Notified City Council that we will need a Santa for the City cocoa and cookies with Santa event. The usual Santa is having surgery mid November and will not be available.
– Review software assurance with Jayhawk software. Stephanie Confer motioned to approve renewing the Jayhawk software assurance agreement. Mary Jane Hoffer seconded the motion.

Old Business
– City Council reviewed tracking devices for trucks/equipment. Stephanie Confer motioned to approve 2 hard-wire tracking devices through Samsara for a 3 year contract. Steve Freeman seconded the motion.

– City council discussed electronic key fob entry for municipal buildings. Will work on quotes moving forward, and provide those for review when they are gathered.
– Touched back on subdividing a parcel for the Historical society. Discussed surveying and surveying businesses. City Clerk reached out to Jason with BG Consultants, they have a division that does surveying and they are familiar with the City, so will get more information from Jason. Mayor Jimmy Wilkins and Council member Stephanie Confer will meet sometime in the near future with some members of the Historical Society to see what the Historical society is asking for property wise.
There are some factors that would affect the sub-division process, so determining what property or how much property will determine the process.
– The vacant property in the 300 block of Whitfield and Isacks still has not been mowed. A formal letter will be sent providing 10 days notice to complete mowing.
– Black Chevy Blazer has been sitting on Elmore street for at least a month. The Council asked that if it belongs to a citizen, that it be moved back to their residence.
New Business
– Review site plan for fence installation at 520 Whitfield
– Owen Mallonee provided updates concerning the boiler at 620 Woodson Ave. Softener is out of salt, and has been by-passed. It does not appear to be hooked up any more, Bottom of return tank has a hole in it, needs repaired for replaced. Flame sensors are dirty and need cleaned or replaced, the manual low level water sensor needs cleaned or repaired, the unit keeps kicking out. Also, after checking all radiators, a reminder to keep things off of and at least a foot away from the radiators to reduce fire hazard.
Mayor Wilkins or Owen Mallonee will reach out to Samco regarding the Boiler to see if they can inspect, clean and service.
– City Council reviewed the Kansas City Regional Resource Sharing Agreement for emergency services in relation to the FIFA/World cup events, June 2026. After consideration, the City Council determined they would decline participation in the emergency services agreement.
