City Council Meeting Minutes January 5, 2026

January 5, 2026                     LECOMPTON CITY COUNCIL MEETING MINUTES

 

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Waynie Wingfield were present at roll call. City Attorney Jeff Heiman, City Superintendent Ryan Davis and City Clerk Lynley were also present. Residents or township members present included Lori Wilkins, Hanna Jones, Dennis Gowing, Jeremey Allen, and Elsie Middleton.

 

Mary Jane Hoffer motioned to approve the meeting minutes from December 15th, 2025. Troy Clark seconded the motion.

Motion passed 5 yeas, 0 nays

 

Steve Freeman motioned to approve the bills before the council. Stephanie Confer seconded the motion.

Motion passed 5 yeas, 0 nays

 

Mayor Wilkins made the following appointments:

Official City Newspaper – Lawrence Journal World

City Attorney – Jeff Heiman

City Clerk – Lynley Sanford

Council President – Stephanie Confer

MPO Representatives as follows: Tory Clark –Streets; Mary Jane Hoffer –Trash; Steve Freeman –Water, Waynie Wingfield- Waste Water; Stephanie Confer- Park.

 

Mary Jane Hoffer motioned to accept appointments as list. Troy Clark seconded he motion.

Motion passed 5 yeas, 0 nays.

 

Jeff Heiman had no updates regarding legal matters for the City Council.

 

Ryan Davis –

– Provided the following updates to the City Council:

– High service pump has been removed, it is still being repaired

– Issue with heater at Theater in Old High School. Samco has been called.

– Fire extinguisher inspection is Wednesday

– Pole decorations will come down Monday at 9am.

– Cables holding lagoon aerators came undone, they drifted in the pond. Will reset aerators where they belong and re-secure to the bank.

– Will work on taking down Christmas lights in City Park.

– RWD #3 repaired water line supply to City of Lecompton

 

Lynley Sanford –

– Resolution 330 for 2026 GAAP waiver presented to City Council. Stephanie Confer motioned to approve Resolution 330. Steve Freeman seconded the motion. Motion passed 5 yeas, 0 nays.

 

Public Comment

– Dennis Gowing reported a rooster at 528 Whitfield, the rooster is loud and very disruptive. City code does not allow roosters. City Council discussed. Steve Freeman reported he can hear the rooster at his house as well and it crows all hours of the day. City Council asked that a letter be sent to remove the rooster.

– Hanna Jones is a resident who lives inside the Lecompton Mobile Home Park. There was an abandoned trailer house at 21C that had a bad pest infestation, the Mobile Home Park did remove the trailer, but did not treat for pest infestation before moving in a new mobile home. The neighbors are all having issues with roaches. The Mobile Home Park said they would organize and provide pest spraying, only 3 homes have been treated, but there have been issues with the correct information being provided for when treatments would happen. Council discussed and referred resident to the Douglas County Health Department, Kansas Holistic Defenders and the State Attorney Generals office.

Public Comment Continued:

Elsie Middleton asked for updates regarding the following old business:

  • Where are we on survey quote for separating out property for Historical Society? Still waiting on 1 more bid. Will have on agenda for next council meeting.
  • The Old High School gym is being used, is the City assessing fees for the use? Currently it is Jr. Kaws basketball using he gym, and the City did not charge a fee. But future gym rentals the city is considering a fee schedule. This will also be on the next agenda.

Old Business

– Parking space and striping on Elmore, Council member Troy Clark noted that the spacing between parking spots need to be wider at least 10’ and the length of the parking lines should be longer. 22’ feet long. No parking zones need better marked as well.

– Mary Jane Hoffer asked if there has been any advancement for previous request about Hill-Creek Market expanding the bakery into the old Laundry Mat. There has been no additional inquiry regarding that request.

– Property at 710 Simons, council discussed last years letter for violation issues. That letter was in regards to weeds, grass, and yard debris. Concerns over the structure itself have arisen. The siding is rotting away, there is missing siding, the front porch is pulling away from the roof, and there are holes in the roof. The council asked for updated photos and to send letter about dangerous, uninhabitable conditions to the property owner. Verify with Nick Fergus (nephew of property owner) about the address. This should be on next agenda.

 

New Business

– Request for no parking signs along North wall of Old High School gym. City Council agreed, signs are needed. Ryan will get signs posted. Also consider “slow pedestrian crossing “sign.

 

 

7:46pm – Stephanie Confer motioned to adjourn. Mary Jane Hoffer seconded the motion.
