February 2, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. City Council President Stephanie Confer brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Steve Freeman and Waynie Wingfield were present at roll call. Mayor Jimmy Wilkins and City Superintendent Ryan Davis was absent. City Clerk Lynley and City Attorney Jeff Heiman were also present. Residents or township members present included Elsie Middleton, Jack Oglesby, Jessica Zullig, Erin George and Tyler Freeman.

Mary Jane Hoffer motioned to approve the meeting minutes from January 20th, 2026. With corrections to the adjourned time and to the motion results for tabling the rental fees for the old high-school gym. Steve Freeman seconded the motion.

– No additional updates on city matters at this time.

Ryan Davis – Absent no updates

Lynley Sanford –
– Reported to the City Council that the scope of work was sent to 4 businesses: Ziegler, Santa Fe Glass, Free State Homes & Construction, and Kan-View. Quotes for work should be in for council meeting on 2/17.
– Quote from C.D. Jones for radiator in men’s room at old high school. Total cost: $1959.51. Had former council member Owen Mallonee review the quote, he indicated that the cost is reasonable for a cast iron unit. He suggested for cost savings to try to plug the pin-hole. The council liked that idea for cost savings if it would work.
– Updates from AT&T meeting: The prior work was performed under a different Engineer/dept. Since AT&T has denied the claim, they are likely not going to pay on it. Junior and Brandon said they would look into reasons why there has not been any forward movement on the Franchise agreement.
Junior indicated he had 10 projects to complete for fiber installation. 8 of those 10 projects have been completed. He was hoping to start Lecompton in late April/early May. Junior also stated that as the supervising project engineer, he stays on top of projects, progress and has worked with the same trenching crew for over 8 years. They do a great job. As a general statement he said there could be a possibility that AT&T does not see the benefit of moving forward with bringing fiber to Lecompton, if we wait too long to approve the project. It was re-canted that there are other service providers like Cox Communications and Midco who are already working to bring fiber to Lecompton.
Junior and Brandon were also made aware of the application and ordinance that were passed, outlining new requirements, council approval and communicating with the superintendent on marking city utilities.

Old Business
– Troy Clark motioned to approve Resolution 330 for 710 Simons. Steve Freeman seconded the motion. Council president Stephanie Confer asked if we needed to wait for the Mayor to sign or if we should change the signature line. It was decided to change signature line to make publication deadline.

– Wayne Wingfield spoke to the City Council about the process of the Old Lecompton Rural High School building, often referred to as the Pride building or the LCE building being put on the State Historic Designation. Waynie spoke with the Lecompton Community Empowerment group, and they were okay with moving forward with that designation, however they shared similar concerns as the city council about how that designation might affect future improvements for the building.

Rachael Allen with the Lecompton Community Empowerment group will be writing the Natural & Cultural Heritage grant application to fund the windows, which is due in March. The City will need to share bid information for the grant, and any potential share funding or in kind work.
It was asked if the LCE Group would still be able or willing to provide any financial support to the project?

Waynie Wingfield motioned to move forward with filing the Old Lecompton Rural High-School for State Historic Site designation. Mary Jane Hoffer seconded the motion.

– City Council discussed a fee schedule for the Old Lecompton gym. The average cost for the last 2 years for utilities was provided to the council for review. It was determined, on average the highest monthly cost is estimated to be about $1400.00. Council discussed future uses of the building. The Council asked that a comprehensive punch list of repairs that the building needs, be put together, and if possible actual bids on the cost of those improvements. The City Council would also like actual cost estimates for demolition of the building with the saving of the south mural wall.
The Council discussed hosting a special public meeting at the old high-school gym for public to view the building and complete opinion surveys about future use. General consensus of the council is to go through the due diligence process on determining the future of the building.

Troy Clark motioned to approve a fee schedule for the Old Lecompton Gym to be set as follows:
$30/hr. for in district renter fee (groups with 30% or more in district participants)
$60/hr. for out of district renter fee (groups less than 30% in district participants)
Mary Jane Hoffer Seconded the motion.
Council added that the fees are subject to change, that the City reserves the right to adjust fees in the future.
Motion passed 4 yeas (Troy Clark, Mary Jane Hoffer, Stephanie Confer, and Steve Freeman), 1 nay (Waynie Wingfield)

New Business
– Water quality complaint from 335 Halderman was reported. Council asked if any independent samples had been taken. None had been taken yet. Council asked to table this concern until the next meeting for samples to be taken.

8:07pm – Troy Clark motioned to adjourn. Mary Jane Hoffer seconded the motion.
