March 2, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, and Steve Freeman were present at roll call. Council Member Norraine Wingfield was absent. City Attorney Jeff Heiman, City Superintendent Ryan Davis and City Clerk Lynley were also present. Residents or township members present included Elsie Middleton, Sandy Gantz, Greg Howard, Mark Kasson, Jessica Zullig, Job Von Knorring and Carter Klise.

Steve Freeman motioned to approve the meeting minutes from February 17th, 2026. Troy Clark seconded the motion.
Motion passed 4 yeas, 0 nays

Mary Jane Hoffer motioned to approve the bills before the council. Steve Freeman seconded the motion.
7:01p,Mary Jane Hoffer motioned that the Council go into executive session to discuss non-elected personnel for 5 min. before voting on the motion. Troy Clark seconded the motion to go into executive session

7:06P – Mayor Wilkins brought the council meeting back into open session.
Motion to approve the bills passed 4yea, 0 nays

Sandy Gantz representing the Perry-Lecompton Community Library seeking donations for the summer reading program.
Troy Clark motioned to donate $500.00 to the summer reading program. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays.

Annual LUMC Community Easter Egg Hunt will be Saturday April 4th, the event seeks annual donations to support prizes and candy.
Stephanie Confer motioned to donate $500.00 to the annual LUMC Community Easter Egg Hunt. Steve Freeman seconded the motion.
Motion passed 4 yeas, 0 nays.

Jeff Heiman
– No new reports, will speak up as needed on the old business agenda items.

Ryan Davis –
– Provided the following updates:
* High Service repairs have been completed; working on schedule to reinstall
* Repaired flat-bed on Chevy Truck: re-welded bed mounts
* Updates on maintenance cleaning/repairs at water plant
* Skid steer has a leaked, it is at the lagoons and will have to stay there until it is repaired – working on that
* Will be attending a KMU event Tuesday in K.C.

Lynley Sanford –
– Provided the following updates:
* 710 Simons, no new responses from certified letters sent. Show cause hearing will be 3/16/2026
* Adapt Douglas County Climate Action plan meeting push from the group to provide electric cost for water plant and lagoons to evaluate whether or not solar panels would save on utility expenses for the City. The total cost for 2025 was provided. The group asked for additional information regarding total Kilowatt hours, but I was not able to provide that information. Hopefully they will be able to use the information that was provided to give us some information.

Public Comment
– Greg Howard president of the Lecompton Community Empowerment group was present he provided the following updates: The annual rummage sale will be March 20th-21st & 28th, Community Empowerment did vote to pledge $5000 towards heritage grant for new windows in the high school building, enough donations were received to pay for a new sound system for the theater. The Community empowerment group is working on replacing weather stripping on the exterior doors of the building and replacing the plexiglass on the sign.
Programs available at the old high school include: Mobility, yoga, kids dance, water color, and adult cards. As well as community game night events.

– Joe Van Knorring is an assistant Jr. Kaws softball coach. He would like to have a pre-season get together with his team. Joe is requesting to use the Softball field for an hour and a half on Sunday March 8th. He may reschedule if its too cold.
Stephanie Confer motioned to waive the rental fee for the meet and greet team pre-season gathering.
Troy Clark seconded the motion.

Old Business
– Meeting with Amy Van De Riet who is writing the application for historic registration. This meeting is 1:30 at LCE.

– City Council reviewed window bids from Ziegler and Free State Homes and Construction. At this time the council tabled the decision to move forward with awarding a bid. The hope is there may be some feed back from the Heritage Council on grant awards so the amount of the award would be known.

– The City Council discussed moving forward with a special Public meeting to discuss the gymnasium. Council agreed Wednesday March 25th ,2026 at 6:30 pm will work. The meeting will be held at the gymnasium 630 E Woodson Ave. The notice for the meeting will be shared on Facebook and the City Website. A letter inviting everyone who is a tax payer in the Lecompton or utility customer will be sent. This includes City and township residents. The survey will be available at the meeting and at city hall until the end of March.

– One demolition bid was received, will table for now, waiting on another bid. Hopefully will be received by next meeting for review.

– City Council discussed the request to consider a noise ordinance at the March 2nd meeting. At this time the council has chosen to table this request.

New Business
– FEMA G402 Training has a date change, this is an emergency management class that provides information about disaster process, who is in control of what, what your local obligations may be in the event of disaster situation.

– City Council reviewed health insurance renewal plans for employees. Stephanie Confer motioned to approve renewal of the current BCBSKS gold plan. Troy Clark seconded the motion. Motion passed 4 yeas, 0 nays.
– Mayor Wilkins asked for thoughts and ideas regarding the 250th United States of America Birthday. One of the art classes at USD 343 would like to paint the flower containers in patriotic theme. Considering pole banners and patriotic flags. General consensus of the council is we should do something at least for the month of July, and encourage our local businesses to decorate as well.

8:23pm Troy Clark motioned to go into executive session to discuss matters regarding non-elected perssonel. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays (1 absent Norraine Wingfield)

8:44pm Mayor Wilkins brought the council meeting back into open session.

The council asked the City Clerk to check the GPS on the trucks to see if there was extra usage on any weekends in February.

8:45pm – Mary Jane Hoffer motioned to adjourn. Troy Clark seconded the motion.
