April 6, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES

7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Waynie Wingfield were present at roll call. City Superintendent Ryan Davis, City Clerk Lynley Sanford and City Attorney Jeff Heiman were also present. Residents or township members present included Jamin Nally, Lori Wilkins, Elsie Middleton, Carter Klise, Penny Bahret, Scott Norris, Trish Blanchat, Benton Peugh, Greg Howard, Mark Kasson, Jeremey Allen, Jessica Zullig, Jack Oglesby, and Jason Hoskinson.

Stephanie Confer motioned to approve the meeting minutes from March 16th, 2026. Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays

Troy Clark motioned to approve the meeting minutes from March 25th, 2026. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays.

Mary Jane Hoffer motioned to approve the bills before the council. Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays.

Stephanie Confer motioned to approve proclamation, proclaiming May as Motorcycle awareness month. Troy Clark seconded the motion.
Motion passed 5 yeas, 0 nays.

Jeff Heiman – No new matters, will have input on items further down the agenda.

Ryan Davis –
– 3 Fire hydrants need attention. 1 for sure needs replaced, 1 either needs replaced or a new stem and the last one needs some parts to rebuild it.
Stephanie Confer motioned to approve purchasing 2 fire-hydrants at $3000 each. Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays.
– Since the KWO water grant was unsuccessful, a list of supplies to get the most corroded pipes in the water plant replaced. Rough estimate just over $6000. 00
Troy Clark motioned to spend up to $7000 to replace the most corroded supply pipes in the water plant. Steve Freeman seconded the motion.

– There was a water supply line leak to one of the toilets at the old gymnasium. It has been repaired.
– DXP – has scheduled to remove the second high-service pump, it will be removed May 2nd, and should take less time to be repaired and reinstalled.
– Skid steer steel hydraulic lines under the cab rusted through. The lines have been replaced.
– F250 had a few issues with fuel supply and headlights. The issues have been repaired.
– Duckweed issues at the lagoon. With the longer days, the duckweed has exploded. Looking at alternative products to combat the issue. Spirtflo is a new product that should treat the entire lagoon for 2 years. It is $1800.99. Consensus from the City Council is to purchase and treat lagoons for duckweed.

Lynley Sanford –
– Update on 710 Simons, can confirm that it was listed with a real estate agent and it has sold. The purchaser is a local Lecompton resident who will rehab the house, and get the property into proper condition.

Public Comment
– Elsie Middleton commented that it is very dark outside between City Hall and Constitution hall. Would the city consider a street light. Ryan said he would call Evergy.

Old Business
– It was reported that the Douglas County Heritage Grant was unsuccessful. There were 25 grants presented totaling $973,732. The Heritage Council could only fund $210,000 of those grant requests. Lecompton’s grant had very favorable reviews, was well written and scored the highest out of all the grants that weren’t City of Lawrence related. Zero funds were allocated for Lecompton, and zero funds were allocated to any cities outside of Lawrence. All grant funds were award to City of Lawrence grant requestors.
Lecompton Community Empowerment is taking this setback to look for other grant funding options that are less biased.

– USA 250 years celebration flags, Norraine Wingfield’s friend created a design concept for banner flags. If the design is approved, the design would have to be printed on banners by a custom print shop. The Council discussed flags and banners, Norraine mentioned that there are some potential grant funds to help cover costs.

– Jimmy Wilkins read a letter address the public and city council regarding the gymnasium special meeting. When Mayor Wilkins finished, Council Member Stephanie Confer addressed the public as well. In general the City Council is not ready to make a decision on the outcome of the gymnasium tonight.
Jack Oglesby stated that the FYI letter handed out at the gymnasium meeting was not affiliated with the Historical Society. Penny Bahret spoke out about the survey question that asked if the person completing the survey is a city tax payer. She does not live in the city limits, but lives in the township, and volunteers a lot of time and supports city events and projects. She was offended by the question and felt like her opinion wasn’t wanted.

– Jason Hoskinson spoke to the council about the Kansas Water Office grant. This grant was unsuccessful. Still moving forward with finishing up the technical side with plans for remodeling the water plant, and will reapply for the grant in the fall. Would the council consider registering with KDHE – IUP. This would be a smart move, in the event something major happens and we need to apply for emergency funding. Norraine Wingfield motioned to work with BG Consultants on IUP plan. Stephanie Confer seconded the motion. Motion passed 5 yeas, 0 nays.

New Business
– Empty Nesters cereal malt beverage application. The City Council reviewed the application information, but it was determined the City Clerk decides if it should be granted. All the application information was provided, the state approved application was present. Certificate shall be awarded when fees are paid.

– The City Council reviewed the municipal insurance coverages for the city buildings, property, and equipment. Stephanie Confer motioned to approve the renewal for municipal insurance. Steve Freeman seconded the motion.

8:23pm – Mary Jane Hoffer motioned to adjourn. Stephanie Confer seconded the motion.
