May 18, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Waynie Wingfield were present at roll call. Council Member Troy Clark and City Superintendent Ryan Davis were absent. City Clerk Lynley was also present. Residents or township members present included Elsie Middleton.
Mary Jane Hofffer motioned to approve the meeting minutes from May 4th, 2026. Stephanie Confer seconded the motion.
Motion passed 4 yeas, 0 nays
Steve Freeman motioned to approve the bills before the council. Norraine Wingfield seconded the motion.

7:02 P.M. Stephanie Confer motioned go into executive session for 5 minutes to discuss non-elected personnel. Steve Freeman seconded the motion.

7:07 P.M. Mayor Wilkins called the meeting back into open session.
Resident Elsie Middleton arrived as audience.
Ryan Davis was not present to provide any updates
Lynley Sanford –
– Salt Bid review – lowest bidder was Independent Salt Company.
Mary Jane Hoffer motioned to award the road salt bid to Independent Salt Company. Stephanie Confer seconded the motion.
Motion passed 4 yeas, 0 nays.
– Reviewed edits to franchise agreement with AT&T as provided by City Attorney Jeff Heiman. General consensus of the City Council is agreement is approved and should be sent to AT&T legal for review.
Public Comment
– Elsie Middleton asked the council if repairs to wash out areas would be happening soon since the heavy rains have washed gravel out of many areas and especially the end of her drive where it meets the road.
Old Business
– Property Survey updates: City Council reviewed the new survey plans, but would like more time. The plans will need reviewed by the planning commission. Table until June 1st meeting.
– Mayor Wilkins provided an update regarding the fire-station driveway. The fire chief has requested fund for the 2027 budget to address the need for the improvement at the firehouse in Lecompton. There is no current bid or estimate to ascertain the expected cost. The county would consider cost sharing with Lecompton as well.
– Gymnasium next steps. The city council is ready to start considering what to do next. Provide the work list at the next meeting, and lets work on plans for improvement with community volunteers.
New Business
– Community Celebration for America 250 years. Planning for Saturday June 27th to serve grilled hamburgers/hotdogs and ice cream. Mayor and council to cook and serve. Place on next agenda to complete final details.
