June 1st, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark., Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Norraine Wingfield were present at roll call. City Superintendent Ryan Davis, City Clerk Lynley Sanford and City Attorney Jeff Heiman were also present. Residents or township members present included Elsie Middleton, Roy and Patty Steffan.
Stephanie Confer motioned to approve the meeting minutes from May 18th, 2026. Steve Freeman seconded the motion.
Motion passed 5 yeas, 0 nays
Stephanie Confer motioned to approve the bills before the council. Troy Clark seconded the motion, Mayor Wilkins indicated that Ryan and Colton had overtime for cutting up a fallen tree on Whitfield.

Ryan Davis presented the following updates
– Concerned with condition of the settling tank at the water plant. Discussed some recoating options for the interior of tank available through Midwest coatings.
– Plans on taking water exam on7/24
– Algaecide is starting to work at lagoons, will continue to apply as needed.
Lynley Sanford –
– Sent spring newsletters – was able to include the CCR Report, Sent completed CCR Report to KDHE.
Council requested a Face-Book post be made about mowing between the sidewalk and the ditch to remind homeowners that they need to mow there as well.
– Complaints received about discolored metallic tasting water on Woodson Ave, and in 300 block of Halderman. Ryan did flush hydrants to help.
– Complaints received about rooster/electronic rooster crowing before 6am.
o 5/13 – 4:30a: 1 loud crow & 3:00p 1 loud crow
o 5/20 – 5:45a: 15 min of non-stop crowing
Complainant was not in attendance at this meeting. Councilman Troy Clark has been walking by monitoring the situation and provided a list of dates/times where he walked by the offending residence to stop and listen for several minutes for crowing.
Council discussed sending a follow-up letter regarding the nuisance noise, and the consideration of noise ordinance.
Attorney Jeff Heiman stated the neighbors have their own private rights. They are not without recourse. They have the right to pursue legal action on their own. The City Codes at this time are not able to be prosecuted in district court.
– Janie Grandstaff inquired about renting the gymnasium for a full day for a big family sale. The council discussed and decided a fee of $200/day with a $100 refundable cleaning deposit. The rental agreement should be similar to the Community Building agreement.
Public Comment
– Joe & Patti Steffan; Complaint about utility work performed by a subcontractor for Kansas Gas Service. The existing broken up sidewalk was driven on by a mini-hoe, which dislodged and created additional broken pieces of sidewalk. The contractor came out once to try to level the pieces. Joe asked if it could be torn out and filled with dirt. Jimmy is going to look at it.
On Whitfield, in front of Joe and Patti’s home, the mobile home park was moving in a new 50 ‘ trailer house, they used a standard cab semi, and the truck had difficulty making the turn off of Woodson Ave. onto Whitfield. The driver drove up and over into the road right of way, onto the sidewalk, damaging the existing sidewalk there (Cracked in 3 places) and rutting up the neighbor’s yard. The MHP said they would take care it, they are a national company. But nothing has been resolved at this time. Council asked that this be put on the next agenda.
– Small shop at 710 E. Woodson Ave. What are the plans for it? Can removal of that building be considered. It is in dis-repair and is an unsightly thing to see when you first come in to Town. Council asked for it to be on the next agenda.
Jeff Heiman
– Amendments to ATT Franchise agreement were made and sent to ATT – provided is Ordinance 841 Franchise agreement ready for review and approval.
Stephanie Confer motioned to approve Ordinance 841 Franchise Agreement with ATT. Troy Clark seconded the motion. Motion passed 5 yeas, 0 nays.
Old Business
– Property Survey feedback was provided to Jason Hoskinson with BG Consultants. After reviewing the size of the parcel, the City will have to go through the general subdivision process for approval.
– Reviewed list of next steps: council is considering paining, gutters and fascia next project items that need addressed. Work on bids for painting, gutters and fasica, any existing bids will be provided to the council at the next meeting.
New Business
– Community cleanup day the gym set of July 11th 9a-4p
