August 17th, 2026 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Jimmy Wilkins brought the Lecompton City Council Meeting to order at 327 Elmore St. Lecompton, KS. Council Members Troy Clark., Stephanie Confer, Mary Jane Hoffer, Steve Freeman and Norraine Wingfield were present at roll call. City Attorney Jeff Heiman was also present. City Clerk Lynley Sanford was also present. City Superintendent Ryan Davis was absent. Residents or township members present included Dave and Cindy Glenn, Greg Howard, Casey Quigley, Nora Egge, Elsie Middleton, Mark Kasson, Jessica Zullig. Joe Steffan arrived at 7:30p
Troy Clark motioned to approve the meeting minutes from August 3rd, 2026. Steve Freeman seconded the motion

Dave Glenn introduced himself to the City Council, Dave is employed by the City on a part time temporary basis to mow, trim and provide light assistance. The Council noted how nice and the trimming and mowing look. Members of the community have noticed the same. Thank you Dave for your hard work.
Public Comment:
– Casey Quigley with Consolidated Fire District #1 spoke with the city council regarding the fire hydrants that needed additional inspection. Going forward, Casey stated that CFD#1 would like to form an agreement with the city to exercise annually/bi-annually fire hydrants. This would become an additional task for an agent of the Fire Dept. The agent would exercise and flush the fire hydrants inside the city limits and report any issues to the City. City Council was in favor of forming this agreement.
Casey also spoke about the driveway concerns at the Boone Street Fire Station. The gravel washes out of the fire station driveway and into Boone St. causing gravel to build up along the opposite side of the city road and on private properties. The Fire Dept. is hoping the County Commissioners will approved the budget request, and some of those funds will be utilized for driveway improvement.
Casey Quigley introduced Nora Egge a new Firewoman for CFD#1.
– Greg Howard with Lecompton Community Empowerment let the council know that during the back to school night there were some issues with a breaker tripping. Everything for the event was initially plugged into one set of outlets. The non-working outlet was repaired. The Council asked if there continues to be additional issues the city be informed.
– Mark Kasson spoke to the council regarding the window project at the Lecompton Community Empowerment Building. 17 windows have been ordered and will be replaced. Mark mentioned that if 25 had been ordered there would have been a discount.
Explore and confirm public notice requirements for CDBG public hearing about the City moving forward with grant funding.
Jeff Heiman received response from Lecompton Mobile Home Park management. Management said they are willing to work with the city on current repair costs for damages and will proactively work with drivers to prevent future issues. Jeff will look into a form and notification process that delivery companies must submit to city for planned trailer hauls (in or out of the park).
City updates:
– Fire hydrants that were listed as inoperable were found be in operation. Working on 1 or 2 that were operable but did need service work.
– Prepped for KRWA to come in and assess water plant filter media, no meeting has occurred yet.
– Troy Clark asked if a plan of action/timeline to repair drainage sink-hole issue in his yard.
Ryan Davis was not present to provide updates. – No written update was provided to the council – Unknown status on other projects.
Lynley Sanford – Absent at this meeting, but provided the following updates to the Mayor who reported to the council.
– Reminder out of office from 8/3-8/7: Kara Mallonee will be covering
– Reminder Special meeting of the planning commission to review Re-Plat for Historical Society on August 12th at 6p.
Council and Jeff Heiman discussed that once the parcel is created with a deed and new legal description, then a transfer of ownership of the deed/title will need to occur. Jeff can help/do this for the City through the title company
– Ordered things for the gymnasium: water fountain, door kick panels, light switch plates, lights for bathrooms.
– Wait on decision about the old basketball goals from school.
Public Comments:
– Greg Howard: Back to school night was successful, had approximately 100 in attendance. Double from prior year.
Douglas County Community Foundation wellness grant was awarded in the amount of $10,000 to be used for the Lecompton Gymnasium.
Old Business
– Review property concerns: 641 Southcrest; 501 Halderman; 645 E. Second. City council asked to send order of violation letters to each property owner for grass/weed height. The property at 645 E. Second Troy Clark is to take pictures and send to Jeff to create letter to remediate issues w/house.
New Business
– Troy Clark provided a list to the council of other properties that need attention:
– 301 Whitfield – House is in disrepair – fix house
– 649 Whitfield – Lawn has been mowed, monitor for weed/grass nuisance
– Vacant lot next to 218 Halderman – vegetation overgrowth –vacant property needs mowed
– 130 E Woodson Ave. – vehicle in yard, vehicle sticking out of driveway, shed roof falling in
Send letter to address conditions/concerns
– 319 Clark St. – are cars all tagged that are sitting on property? Send letter regarding automobiles
– Job applicants: at the time of the meeting only 1 applicant had submitted information. Council tabled until next council meeting.
– 8/31/2026 Special meeting for strategic planning, what time? Council confirmed 6:00pm would work.
– Response for USD 343 regarding Street congestion during drop off and pickup times at Perry-Lecompton Elementary. Dr. Woodward is up to meet to discuss options, plan to meet Wednesday 8/5
– Fire station driveway washing out, what can be done? Mayor Wilkins will provide councilmember Troy Clark contact information for the Fire Chief to discuss directly with him.
