September 8, 2026 REVENUE NEUTRAL RATE/BUDGET HAERING &
LECOMPTON CITY COUNCIL MEETING

6:55P.M. Mayor Jimmy Wilkins brought the Lecompton Revenue Neutral rate hearing to order at 327 Elmore St. Lecompton, KS. Council members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Norraine Wingfield were present at roll call. City Clerk Lynley Sanford and City Attorney Jeff Heiman were also present. Resident or township members included Elsie Middleton, Lori Wilkins, Keith Noe, Paul Bahnmaier, Kevin Confer, Debbie Powell, Carolyn Driver, Sandy Gantz, Rachael Allen, and Cynthia Breitenbach.

There was no public comment or concern regarding the City Council’s proposal to exceed the Revenue Neutral Rate.
Stephanie Confer motioned to approve resolution 331 to exceed the Revenue Neutral Rate. Mary Jane Hoffer seconded the motion. Motion passed 5 yeas, 0 nays (Roll Call Vote: Yeas: Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Norraine Wingfield. Nay: Zero Nays)

6:58P.M. Mayor Jimmy Wilkins brought the 2027 City of Lecompton Budget hearing to order. Council members Troy Clark, Mary Jane Hoffer, Stephanie Confer, Steve Freeman and Norraine Wingfield were present at roll call. City Clerk Lynley Sanford and City Attorney Jeff Heiman were also present. Resident or township members included Elsie Middleton, Lori Wilkins, Keith Noe, Paul Bahnmaier, Kevin Confer, Debbie Powell, Carolyn Driver, Sandy Gantz, Rachael Allen, and Cynthia Breitenbach.

There was no public comment regarding the City of Lecompton 2027 proposed budget.

6:59 Stephanie Confer motioned to adjourn the public hearing for Revenue Neutral rate and 2027 Budget hearing. Troy Clark seconded the motion. Motion passed 5 yeas, 0 nays

City Attorney Jeff Heiman and City Clerk Lynley Sanford were also present. Mary Jane Hoffer motioned to approve the meeting minutes from August 17th, 2026. Troy Clark seconded the motion.

Troy Clark motioned to approve the meeting minutes from August 31st, 2026. Steve Freeman seconded the motion.

Steve Freeman motioned to approve the bills before the council. Stephanie Confer seconded the motion, question confirming final payroll and payout of vacation time for discharged personnel.

Mayor Wilkins introduced Kevin Confer as new City Employee for facilities and grounds maintenance.

2027 Budget considered by the City Council.
Troy Clark motioned to approve the 2027 Budget as presented. Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays.

Rachael Allen was present to present information to the City Council regarding the Impact Grant that the Lecompton Community Empowerment (LCE) is working on submitting. The LCE intends to combine funds with the giving for good grant to put towards a digital sign improvement. The overall consensus of the city council is they like the sign and the council is okay with LCE moving forward on the grant.

Mary Jane Hoffer motioned to approve the 2026 Budget, Stephanie Confer seconded the motion.
Motion passed 5 yeas, 0 nays.

Jeff Heiman city attorney discussed the parking concern that has been a consideration during the Re-plat of the historical society land. The planning Commission did approve the Re-plat. After talking with the surveyor and engineer consultant, special covenants or renaming the access easement did not seem appropriate for this Re-plat. Jeff recommended that he would draft a document to accompany the land transfer, which would be the appropriate place to include language for shared parking areas.

Norraine Wingfield motioned to approve the re-plat for the Historical Society. Troy Clark seconded the motion.

Employment updates:
– City facilities & grounds maintenance position filled – Kevin Confer start date 9/8/2026
– City Superintendent position filled by Dustin Gruver start date will be 9/11/2026

City Superintendent updates:
– Lecompton Township has provided assistance by adding gravel and filling some pot holes on 7th and Jones Streets where the water main repair was completed. Barricades were removed and traffic flow was restored. The Township also addressed a road right of way maintenance/drainage issue on the West edge of town.
– Owen Mallonee has located utilities as requested by ATT for water/wastewater for the boring project.

Current Project updates:
– Current projects are still on the list here and will be addressed by the new superintendent and facilities and grounds maintenance guys as soon as possible. Project list includes:
*Coordinating with KRWA rep to inspect filter media
* Alley repair between Whitfield/Isacks & Elmore/Halderman
* Street/Alley repairs from rainstorms/washouts
*422 Boone St./Drainage collection area collapsing in Troy’s yard
* Ditch clean out 3rd St, Woodson Ave, 7th St.
* Request for street repairs on Jones St. & 7th/Jones intersection.
Lynley –
– Provided elevator motor quote from MEI. Elevator motor needs replace at Lecompton Community Empowerment.
Stephanie Confer motioned to accept the quote for repair from MEI. Mary Jane Hoffer seconded the motion.

– Vosker monitoring cameras have all quit working. They are out of warranty and are weather worn. A bid from Select One Security provided a bid on new camera to replace existing.
Troy Clark motioned to approve the bid replacing the existing monitoring cameras for the water plant and lagoon area. Stephanie Confer seconded the motion.

– LUMC had sewer service line damaged during the boring project. They had service repair expenses for a plumber, ice machine cleaning and professional cleaning/disinfecting of the areas affected by the damages. Will forward the expenses on to the contractor for reimbursement directly to the church.
– Provided city council feedback from Douglas County public works regarding Jake Brake signage and mowing right of way at 7th and Eisenhower.

Public Comment:
Paul Bahnmaier said the individual hired to mow for the City is doing an outstanding job, everything is looking great!

Old Business
Property violation review:
– 641 Southcrest: general consensus of the city council is the cleanup that has occurred has satisfied the violation request .
– 501 Halderman: Great start here, a lot of improvement has been made to bring the property into compliance.
– 645 E Second: general consensus, could tell they have mowed and made an effort to get the yard/grass under control
– 130 E Woodson ave. was sent a letter on 8/31 – no response has been provided to City Hall.

New Business
– Mayor Wilkins, Fire Chief Mathis, and Douglas County of Public Works will look at the Fire department driveway or discuss improvements.
– Stephanie Confer provided an update regarding standard operating procedures manual. Will be working with City Clerk for procedure details, and may require some time outside of standard work hours to complete the manual.
Mary Jane Hoffer motioned to approve overtime for the City clerk. Norraine Wingfield seconded the motion.
