May 20, 2019 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Mary Jane Hoffer, Tim McNish, Elsie Middleton, and Jimmy Wilkins were present at roll call. Council Member Stephanie Confer was absent. The following were also present: City Clerk Lynley Sanford and City Superintendent Rance Roberts. Residents or township members attending included Randy Weldon and Brandon Spencer
Mary Jane Hoffer motioned to approve the meeting minutes for May 6,2019. Tim McNish seconded the motion.
Motion passed 4 yeas, 0 nays
Jimmy Wilkins motioned to approve the bills before the City Council. Elsie Middleton seconded the motion.

Rance Roberts –
– Lagoon dredging thoughts – Last month our wastewater analysis came back with exceedances in influent BOD and effluent had high E.coli. City Council asked that we start gathering information on who provides dredging services and what possible disposal applications are possible.
– Still working on getting 2 more bids on skid loaders
– Working on scheduling the state boiler inspection and working with Jimmy on other options for possible replacement options.
Lynley Sanford –
– No new updates
Old Business –
– Brooke Viola update regarding living in temporary housing before having her building permit turned in. Brooke called, she is not living in the camper at this time. She is working on creating an organic garden, and had some gravel for a drive way dumped.
– City Council reviewed the options for trash service from Inland waste, Honey creek and Ottawa waste. Elsie Middleton motioned to go with Honey creek waste disposal, Mary Jane Hoffer seconded the motion.
The motion passed 3 yays and 1 nay.
The City Council also asked that City attorney Jeff Heiman send Inland waste a letter stating we are going a different direction, and they will still need to provide service until the end of 2019.
– Council reviewed sewer rates and the ordinance proposing an increase to the sewer rates. Tim McNish motioned to approve Ordinance 826 increasing sewer rates starting June 1st. Mary Jane Hoffer seconded the motion.
Motion passed 4 yeas, 0 nays.
– City Council reviewed bids for our water tower provided by Suez, Pittsburg Tank and Tower and Preferred Tank and Tower. Jimmy Wilkins motioned to go to with Suez for tank inspection if they will explain if they have ever charged additional costs as listed as item no. 11, and if they will install light bulbs on water tower while they are up there. Tim McNish seconded the motion.

New Business –
– Mary Jane Hoffer motioned to go into executive session to discuss matters of non-elected personel for discussing performance and salaries for 5 minutes. Elsie Middleton seconded the motion.

Mayor Sandy Jacquot reconvened the council meeting at 7:55pm.
– Tim McNish motioned to increase Kevin Powell’s pay by $0.50/hour. And increase Lynley and Rance’s salaries by 5% effective immediately.
Motion passed 4 yeas, 0 nays.
– Elsie Middleton brought up E-communities financial board, and needing to find a new representative. She thought maybe Bryce Visser would be interested. If he is not, maybe Lynley Sanford, Vickie Clark or Brenda Hastert would be interested.
– It was brought up during the council meeting that the sidewalk entrance at the Lecompton Post Office has a corner that has sunk that is causing a trip hazard. See if contact information can be obtained for the owner of the building and if they will repair it.
8:18 PM – Jimmy Wilkins motioned to adjourn. Elsie Middleton seconded the motion.
