June 05, 2017 LECOMPTON CITY COUNCIL MEETING MINUTES
7:00 P.M. Mayor Sandy Jacquot brought the Lecompton City Council Meeting to order at 327 Elmore, Lecompton, KS. Council Members Jimmy Wilkins, Tim McNish, Mary Jane Hoffer, Susie Hackathorn and Elsie Middleton were present at roll call. The following were also present: City Clerk Lynley Sanford, City Superintendent Rance Roberts and City Attorney Jeff Heiman. Residents or township members included George and Rita Mathews, Lori Wilkins, Paul Bahnmaier, Richard and Delpha Kenney, Lynn Ward and Son.
Susie Hackathorn motioned to approve the May 15th, 2017 City Council Meeting Minutes, Mary Jane Hoffer seconded the motion.
Motion passed 5 yeas, 0 nays
Tim McNish motioned to approve the bills before the council. Elsie Middleton seconded the motion.

Richard Kenney – approached council about installing new driveway tube for his residence. Old driveway entrance is not on his property. Jimmy Wilkins motioned to approve the City Superintendent purchasing and installing new drive way tube in new location for Mr. Kenney’s drive way, and Mr. Kenney will be invoiced and pay for the total cost of installation. Susie Hackathorn seconded the motion.

Taylor Dietz – not present to discuss building plans for North Jones St.
Paul Bahnmaier updated the City Council on rate increases for Constitution Hall. A bill was passed in the Kansas Senate which included an amendment that denies increasing the cost of entrance to Constitution Hall for the next 2 years. Still has to be approved by the House and Signed by Governor Brownback, but looks promising. Also, the sign that the City donated money towards will be replaced by Territorial Days.
Jeff Heiman – reviewed yard nuisances: Belinda Janes: working on house over the weekend, the letter from City Attorney was sent out 6/2/17; Jeff Morris has equipment down and has not been able to take care of the rock mess, but is planning to do so when equipment is repaired. Dennis Hatcher’s home, letter returned non-deliverable to son Jamie living in Perry. No changes in yard cleanup. Council requested a formal nuisance violation letter be sent certified return receipt. Troy Pfeffer has a foot injury and is not supposed to be walking on his foot until it is healed. Pat Ragan’s small trailer park on Clark Street, there is one particular trailer by the recycle bins that is in major disrepair, it looks uninhabitable. Council requested to send nuisance violation letter certified return receipt for trailer house, horse trailer and appliances and grass. One property not on the list to discuss was Mr. Bill Willis’s property; it was asked that these be added to next agenda.
Rance –
– Discussed Salt Brine tank clean out, felt ACE bid was too expensive, discussed ideas for attempting clean out on our own. Council stated Rance does not have permission to go into the brine tank period for any reason. Councilman Jimmy Wilkins said he would talk to the City of Lawrence Street Department. They use a salt brine mix to treat the roads in the winter. If we find that we must turn the dry salt into slurry, the Lawrence Street dept. may have a holding tank we could dump it in.
– Passed wastewater exam
– Updated council of lift station at Quigley’s and Haynes inspection. Council asked that a call be placed to RD Johnson and possibly Connelly to see if they could inspect basin
Lynley –
– MPO – Bicycle Advisory Committee: they would like a Lecompton representative. Jimmy Wilkins will talk to Jessica Mortinger. At this time no council members have volunteered to represent.
– Regarding late/last minute cancellations on Community Building rental. Consensus of the council is that if the City is not contacted with 5 business days to cancel we keep the payment.
– AT&T long distance renewal – consensus of council said if we do not use more than 200 min then to sign up for the plan that allows for a block of time. 200 min for $15 per month.
Old Business
– Council reviewed and discussed temporary part time applicant Michael Kellum, Jimmy Wilkins motioned to approve hiring Michael if he completes filling out the application and his references check out. He will start at $10 per hour. Susie Hackathorn seconded the motion.

New Business
– PRIDE building – update that Mrs. Duncan has a key and pass code, she will be holding painting classes in the building.
– Douglas County is putting an asphalt overlay on Woodson Ave. this summer. They are only doing the width of the street not the shoulders. The shoulders are considered the City’s responsibility. Does the City want the shoulders improved? Lynley asked that the overlay be included as an amendable item on the bid so we could review the cost.
– Request from Territorial Days committee to store games for Territorial Days in City Hall. Council consensus was that would be okay if the key was assigned to one person and not passed around. And they only access the building on Friday 6/9 and the event days 6/15 & 6/16.
